JOB TITLE: Resilience and food systems Consultant

DURATION: 6 (six) months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Guatemala Country Office is implementing its Country Strategic Plan (CSP) 2021-2026. Based on a comprehensive consultation process and an analysis of key drivers of food security and nutrition in the country the important themes of Disaster Risk Reduction (DRR) resilience and climate change adaptation have emerged as priorities for the WFP programme portfolio. Climate change multiplies existing threats to food security and malnutrition. It will make natural disasters more frequent and intense land and water more difficult to access and increases in agricultural productivity even harder to achieve. It will disproportionally impact the most vulnerable people the majority of whom live in fragile areas prone to climate hazards ultimately putting their livelihoods at risk.

WFPs interventions will focus on strengthening disaster management capacities of the government systems and enhancing climate change adaptation through provision of climate services to small holder producers and rehabilitating/restoring degraded lands through community asset creation. To support these efforts WFP Guatemala is recruiting a consultant with experience with resilience programming climate change adaptation civil society engagement and sound knowledge and understanding of climate and environmental factors within the nutrition and food security sector to be based in Guatemala City for an initial period of 6 months.

Job Purpose

The objective of the consultancy is to provide support to the Guatemala Office in the implementation of its resilience building programmes with focus on climate sensitivity and civil society engagement. The incumbent will join the Programme units team in Guatemala City under the direct supervision of the Programme Policy Officer for Resilience (Activity 4). The incumbent will be responsible for carrying out the following tasks and responsibilities:

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):

1. Support the development of resilience projects and activities plans and processes ensuring alignment with WFP CSPWFP Global Policies and other guidance.

2. Lead the development of resilience projects and activities plans and processes ensuring alignment with WFP CSPWFP Global Policies and other guidance.

3. Drive the development of climate change adaptation and climate risk management projects plans and processes ensuring alignment with wider programme policies and guidance.

4. Enhance efforts to strengthen and improve climate sensitivity and food systems approach throughout resilience projects.

5. Provide technical assistance for capacity strengthening programming to the government around adaptation planning serving as the analytical foundation for joint interventions with climate change adaptation programming priorities and considering the Humanitarian Peace Development nexus (HPDN).

6. Implement the climate risk management strategy and work plan ensuring timely delivery of results in accordance with different programme and functional units as well as strategic and implementing partners.

7. Develop innovative tools and partnerships to support more effective and efficient approaches to climate change adaptation projects and programmes.

8. Strengthen value chains and market linkages to enhance the sustainability and impact of resilience projects.

9. Prepare accurate and timely reporting on programmes and activities related to resilience-building and climate change adaptation.

10. Contribute to fundraising proposals to secure financial support for resilience and climate change adaptation initiatives.

11. Coordinate with M&E and Gender teams to ensure integration of resilience and climate sensitivity within these workstreams including supporting environmental assessments gender analysis and others as required.

12. Manage partnerships with NGOs and other civil society actors through the coordination of FLAs and MoUs within the scope of resilience projects.

13. Represent WFP Guatemala and serve as the technical focal point at UN inter-agency working groups for Environmental Results.

14. Facilitate relevant trainings related to climate-change adaptation environmental conservation and food systems for resilience building and food security and present lessons learned at brown bag sessions for the CO team.

15. Analyze how current activities political and social events of UN and other multilateral bodies/governments may impact WFP activities and programmes providing information to WFP staff for decision-making particularly those related to national and international climate policies and trends.

16. Perform any other assigned work under the capacity development of counterparts on climate change.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience in diversity of programme approaches in a variety of contexts includingClimate/Resilience/VAM.

Experience in working with international organizations (especially with WFP) development partners high-level authorities local governments and/or civil society organizations.

Proven ability to conceptualize develop plan and manage programmes leadership and teamwork abilitiesgood analytical negotiation communication and advocacy skills.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in International Affairs Economics Nutrition/Health Agriculture Environmental Science Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or Portuguese (a WFP working language).

National Professional: Fluency (level C) in English language and the duty stations language if different.

Knowledge & Skills: Proficiency in MS Windows and MS Office. Strong qualitative and quantitative skillsets are essential. Collaborative team player action management innovation partnership and client orientation are critical characteristics for the profile.
