2. Background and Context
2.1 WFP Business Continuity Management
The WFP Guatemala Country Office has an approved Business Continuity Plan (BCP) in line with corporate requirements and audit recommendations. Each functional unit within the Country Office maintains a business continuity booklet identifying critical functions essential staff minimum operational arrangements communication protocols and contingency measures in the event of operational disruptions.
To ensure that the BCP remains a living document and is operationally viable WFP Guatemala seeks technical support to:
Review and harmonize unit-level business continuity booklets.
Ensure consistency across functional areas; and
Plan facilitate and document a simulation exercise of the BCP including the identification of gaps and lessons learned.
2.2 Technical Assistance to the Government of Guatemala
In parallel WFP Guatemala has been requested to provide technical support to the Secretariat of Planning and Programming of the Presidency (SEGEPLAN) the Governments lead institution for national planning public investment coordination and policy alignment with long-term development priorities.
SEGEPLAN is currently strengthening national planning instruments including:
The National Development Plan Nuestra Guatemala 2032 Katun which defines medium-term development priorities focused on inclusive growth poverty reduction institutional strengthening and territorial development; and
The National Development Plan 2052 provides a long-term vision for sustainable equitable and resilient development.
Within this process SEGEPLAN has expressed interest in exploring the integration of the Planetary Boundaries Framework developed by the Stockholm Resilience Centre as a science-based reference to guide sustainable development planning within environmental limits.
3. Overall Objective
To enhance institutional and national resilience by strengthening WFP Guatemalas Business Continuity Management framework and by supporting national development planning processes through the integration of sustainability and resilience considerations including the Planetary Boundaries Framework.
4. Specific Objectives
4.1 BCP
Review and update business continuity booklets for all functional units of WFP Guatemala.
Ensure alignment and consistency between unit-level booklets and the approved BCP.
Support the design coordination and facilitation of a BCP simulation exercise.
Document lessons learned and propose practical and actionable improvements.
4.2 Government Support
Provide technical advice to SEGEPLAN on the integration of sustainability and resilience concepts into national development planning instruments.
Develop a structured roadmap for mainstreaming the Planetary Boundaries Framework into Guatemalas planning processes.
Support the preparation of a technical event with national and international experts on the nine planetary boundaries and their implications for Latin America and Guatemala.
5. Scope of Work
The consultant will work under two complementary workstreams addressing both internal institutional needs of WFP Guatemala and technical assistance to national development planning processes led by SEGEPLAN ensuring coherence scientific rigor and alignment with national priorities.
5.1 Component A WFP Business Continuity Management
Under this component the consultant will support WFP Guatemala in strengthening its Business Continuity Management (BCM) framework through the following activities:
Review existing unit-level business continuity booklets across all functional areas including programme supply chain finance human resources ICT administration communications and security.
Identify gaps inconsistencies and areas requiring clarification or operational strengthening.
Facilitate consultations with functional units to update harmonize and validate business continuity booklets ensuring alignment with the approved Business Continuity Plan (BCP).
Design the methodology scenario(s) roles and timeline for an institutional BCP simulation exercise in coordination with senior management and the Business Continuity Management Team.
Facilitate and coordinate the execution of the BCP simulation exercise.
Prepare a comprehensive After Action Review (AAR) documenting lessons learned operational gaps and practical recommendations.
Support the incorporation of agreed recommendations into updated versions of the BCP and relevant annexes.
5.2 Component B Technical Assistance to SEGEPLAN on Strategic Planning and Planetary Boundaries (External)
Under this component the consultant will provide technical advisory support to the Secretariat of Planning and Programming of the Presidency (SEGEPLAN) contributing to the strengthening of national development planning instruments and processes. This support will focus on the integration of sustainability resilience and systems thinking including the Planetary Boundaries Framework into ongoing and future planning exercises.
Specifically the consultant will:
a) Mainstreaming Planetary Boundaries into National Development Planning
Provide analytical and advisory inputs to support the integration of the Planetary Boundaries Framework developed by the Stockholm Resilience Centre into the updating and strengthening of national planning instruments including the Katun 2032 / long-term development planning horizon and related strategic documents.
Support SEGEPLAN in identifying entry points where planetary boundaries can inform development priorities risk management resilience and long-term sustainability considerations considering Guatemalas socio-economic and territorial context.
b) Support to State of Context and Retrospective Analysis (Food and Nutrition Security SAN)
Contribute technical inputs to sections of national planning documents related to the State of the Development Context with a particular focus on Food and Nutrition Security (SAN).
Support SEGEPLAN in the development of a retrospective analysis of SAN identifying structural trends progress persistent challenges and systemic risks affecting food security and nutrition outcomes over time.
Ensure that SAN-related analysis reflects links between environmental sustainability climate and ecological pressures livelihoods and nutrition outcomes consistent with a planetary boundaries perspective.
c) Monitoring Evaluation and Follow-up
Provide technical advice on strengthening Monitoring Evaluation and Follow-up (MEF) sections of national planning instruments with emphasis on long-term resilience and sustainability.
Support the identification of indicators monitoring approaches and analytical frameworks that allow tracking progress in SAN and related development outcomes within environmental limits.
Contribute to the alignment of MEF approaches with both national priorities and international good practices.
d) Knowledge Exchange and Technical Dialogue
Support the conceptualization and preparation of a technical event convened by SEGEPLAN bringing together national and international experts WFP UN agencies and external stakeholders.
Contribute to agenda setting thematic focus and technical inputs related to:
The nine planetary boundaries.
Their relevance for Latin America and Guatemala; and
Implications for food systems food and nutrition security and sustainable development planning.
All activities under this component will be conducted in close coordination with SEGEPLAN and WFP Guatemala strictly under WFPs advisory and technical assistance role without generating contractual obligations between the consultant and the Government of Guatemala.
6. Deliverables
Indicative deliverables include:
Analytical note reviewing WFP unit-level business continuity booklets. Updated and harmonized business continuity booklets. BCP simulation methodology and scenario document.
BCP Simulation After Action Review report. Technical note / roadmap on integrating the Planetary Boundaries Framework into national planning. Concept note and technical inputs for a SEGEPLAN-led expert event.
7. Duration and Duty Station
The consultancy will have a duration of 34 days under a hybrid modality with the primary duty station in Guatemala City. Some activities may be conducted remotely.
8. Reporting and Supervision
The consultant will work under the direct supervision of the DCD/Business Continuity Manager WFP Guatemala and in close coordination with the Country Office senior management.
For activities related to national development planning coordination will be conducted with designated counterparts in SEGEPLAN without creating a contractual relationship between the consultant and the Government of Guatemala.
9. Required Qualifications and Experience
Advanced university degree in public policy planning risk management environmental studies development economics or related fields.
A minimum of 12 years of relevant work experience.
Proven experience in Business Continuity Planning organizational resilience or operational risk management.
Demonstrated experience in strategic planning or policy advisory support to governments or international organizations.
Familiarity with sustainability frameworks; knowledge of the Planetary Boundaries Framework is an asset.
Excellent analytical facilitation and drafting skills in English.
