Advisor Regional Revolving Funds
Join us and support equitable access to vaccines essential medicines and strategic public health supplies across the Southern Cone subregion.
The Pan American Health Organization (PAHO) Regional Office for the Americas of the World Health Organization (WHO) is seeking a highly qualified results-driven and strategic Advisor Regional Revolving Funds to support Member States in strengthening equitable access to vaccines essential medicines and other strategic public health supplies through PAHOs Regional Revolving Funds.
The incumbent will work within the Regional Revolving Funds (RRF) Special Program which comprises the Revolving Fund for Access to Vaccines and the Strategic Fund for Public Health Suppliestwo core technical cooperation mechanisms that are central to PAHOs strategy to advance Universal Health.
Under the general guidance of the Executive Manager Special Program Regional Revolving Funds (RRF) and the direct supervision of the Chief of the Revolving Fund for Access to Vaccines (RFV) the selected candidate will:
Develop and implement individual annual work plans for each country in coordination with PAHO country offices and technical units to address barriers to access to vaccines medicines and health technologies through the RRF.
Collaborate with and advise national authorities on RRF processes and procedures and support monitoring of technical cooperation activities.
Provide technical support on demand planning forecasting and consolidation and advise on the selection of vaccines medicines diagnostics medical countermeasures and other strategic health supplies.
Oversee and facilitate procurement processes through the RRF ensuring coordination on technical specifications quantity verification documentation delivery payment and claims.
Support supply chain management initiatives including cold chain strengthening stock monitoring and mitigation of supply risks.
Facilitate the implementation and use of PAHO digital platforms and tools related to the Regional Revolving Funds to improve efficiency and data-driven decision-making.
Monitor key performance indicators and proactively identify opportunities to enhance the effectiveness and efficiency of RRF operations.

What is required for this position
Education
Essential: A bachelors and masters degree in pharmacy health sciences public health business administration Supply Chain Management public administration economics industrial engineering epidemiology or any other field related to the functions of the post from a recognized university.
Desirable: A PhD in a related field would be an asset.
Experience
Essential: Nine years of combined national and international experience in relevant areas such as health products forecasting analysis health economics or policy analysis health supply chains or health systems management.
Desirable: Experience in managing end-to-end health supply chains. Prior work experience in the Americas and with international organizations would be an asset.
Languages
Fluency in Spanish or English with a working knowledge of the other. Working knowledge of French and/or Portuguese would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel Outlook OneDrive PowerPoint Teams SharePoint and Word are considered essential.

DURATION OF ASSIGNMENT
This is an initial 11-month assignment with the possibility of extensions subject to satisfactory performance and funding availability.
