Job Duties
Support the execution maintenance and continuous improvement of monitoring plans and Standard Operating Procedures (SOPs) for programs funded through Community Development Block Grant Disaster Recovery (CDBG-DR) and the American Rescue Plan Act (ARPA) ensuring alignment with evolving federal and state guidance.
Perform detailed reviews and interpretation of applicable State and Federal laws regulations and HUD guidance to ensure monitoring activities remain compliant and up to date with policy changes.
Coordinate with subrecipients external partners and internal program staff to conduct and document comprehensive risk assessments including internal program monitoring evaluating program performance and likelihood of compliance with regulatory requirements.
Conduct on-site and/or remote monitoring reviews including analysis of:
a. Program policies and procedures
b. Participant eligibility and program files including documentation supporting eligibility determinations and national objective compliance
c. Financial management systems and documentation
d. Independent audit reports (e.g. Single Audits)
e. Prior monitoring findings and corrective actions
Develop written monitoring reports and provide actionable recommendations for corrective actions including follow-up tracking to ensure timely resolution of findings.
Maintain and organize monitoring documentation records and supporting materials to ensure readiness for HUD monitoring audits and other federal or state oversight activities.
Assist in preparing the division for federal reviews including HUD monitoring visits by compiling documentation coordinating responses and ensuring audit readiness across multiple programs and funding streams.
Collaborate with internal team members to schedule coordinate and execute monitoring activities across a portfolio of subrecipients and funded programs.
Manage and organize large volumes of programmatic and financial data to support monitoring activities risk assessments and audit preparation.
Participate in team meetings contribute to process improvements and support cross-functional coordination to strengthen compliance and oversight efforts.
Perform additional duties as required to support increasing monitoring demands tied to federal funding and compliance requirements.
