Responsibilities:
Serve as the Senior Human-Centered Design (HCD) Strategist on MHBEs Medicaid outcome-focused pilot team contributing senior domain expertise while collaborating across policy operations eligibility and information technology functions.
Lead human-centered design practice across the Medicaid eligibility enrollment and renewal lifecycle analyzing current-state journeys designing improvements and supporting implementation alongside program and IT teams.
Conduct qualitative user research with Medicaid beneficiaries and frontline eligibility staff to surface pain points friction points and unmet needs across the consumer and worker experiences.
Translate research findings into service blueprints journey maps prototypes and design recommendations that inform service design and technical improvements to MHBE platforms supporting Medicaid eligibility and enrollment.
Ensure all design work prioritizes usability accessibility (Section 508 and WCAG) inclusion and equity for diverse populations.
Apply and contribute to design system standards to drive consistency and quality across the user experience.
Facilitate stakeholder engagement across program staff IT teams executive leadership and beneficiary communities.
Present research findings and design recommendations in clear decision-ready formats.
Ensure compliance with federal and state policies while delivering measurable improvements.
Lead HCD capacity-building initiatives mentoring teams and embedding user-centered practices.
Collaborate with engineers product managers and business analysts to translate HCD insights into technical requirements and user stories.
Adhere to MHBE PMO policies security and change control processes.

Required/Preferred Skills:
Minimum Qualifications
- A minimum of seven (7) years of experience as a Human-Centered Designer Service Designer UX Strategist or equivalent role including work in regulated or large-scale environments.
- Experience designing digital products using human-centered design principles.
- Strong cross-functional collaboration and communication skills.
- Expertise in qualitative research methods (user interviews usability testing synthesis).
- Expertise in service design methods (journey mapping service blueprinting prototyping).
- Experience with accessibility standards (WCAG Section 508).
- Experience working in government or regulated environments.
Preferred Qualifications
- Experience with Medicaid CHIP SNAP TANF or public sector benefits programs.
- Experience with healthcare public sector or nonprofit organizations.
- Knowledge of federal/state compliance and procurement processes.
- Experience in agile delivery or modernization projects.
- Experience with design systems and AI-assisted workflows.
- Experience in content design and plain language initiatives.
- Experience mentoring teams and leading workshops.
- Relevant certifications (NNG IDEO CUA etc.).
