Job Summary
Internal posting for permanent and SHRA time-limited employees of UNC -Chapel Hill only. The Office of Vice Chancellor for Research ( OVCR ) is seeking a candidate for the position of Assistant Director for Export Compliance and Research Security (Assistant Director). The Assistant Director serves as an additional senior-level subject matter expert for the University Export Compliance (EC) and Research Security (RS) Programs (Programs) to ensure institutional compliance with the International Traffic in Arms Regulations ( ITAR ) Export Administration Regulations ( EAR ) Office of Foreign Assets Control ( OFAC ) regulations and sanctions Foreign Trade Regulations ( FTR ) and other applicable laws and regulations (including but not limited to the Nuclear Regulatory Commission and Department of Energy regulations Controlled Unclassified Information and other data security regulations National Security Presidential Memorandum 33 CHIPS & Science Act of 2022 National Defense Authorization Acts (NDAAs) and federal sponsor requirements) protecting national security foreign policy and economic interests of the United States. The Assistant Director assists the Director in the management oversight and dispensation of the Programs. The Position responsibilities require the application of relevant laws and regulations as well as institutional policies and procedures while maintaining and protecting core academic values such as free speech and collaboration. The Assistant Directors responsibilities include but are not limited to: - Develop and implement relevant institutional policies processes and business tools; monitor developments in applicable laws regulations and government policies. - Perform programmatic audits and institutional risk assessments analyze activity trends. - Supervise more junior staff. - Review projects foreign collaborations solicitation guidelines and various legal agreements governing Universitys research activity for potential EC and RS issues. - Process international transactions of regular and increased complexity (travel physical exports telework visa requests affiliate requests foreign visits government reporting Electronic Export Information filing etc.). - Draft and manage Technology Control Plans (TCPs) and faculty attestations to implement required EC and RS controls. - Export/import classification of items and information as applicable ( ECCN USML Category Schedule B Harmonized Schedule). - Restricted party screening ( RPS ) and alert adjudication. - Liaise with various levels of U.S Government on EC and RS matters; prepare and submit commodity jurisdiction/classification requests and license applications to government agencies and other documentation in congruence with applicable laws and regulations. - Promote the Programs through campus-wide outreach including: drafting communications related to the Programs; developing and delivering training content; developing and maintaining programmatic resources such as forms guidance documents and webpages. - Support and advise faculty and administrative staff on various EC and RS matters. - Work cooperatively with the University schools departments key administrative units and external parties on various EC and RS matters; participate in and/or lead relevant campus working groups and committees.
Required Qualifications Competencies And Experience
- Experience in sponsored research administration and compliance in a higher education setting and involvement in international activities from a compliance and guidance standpoint. - Ability to assess and resolve unprecedented problems that require application of relevant laws regulations and policies. - Excellent demonstrated project management skills. - Demonstrated ability to work independently quickly acquire new skills make critical decisions multitask and foster relationships with clients and customers at varying levels internal and external to the University. - Excellent verbal and written communication skills. - Ability to make effective recommendations and decisions and handle confidential information with discretion. - Proficiency with software products required for the dispensation of the position duties such as Visual Compliance RAMSeS Concur Microsoft Office RASR Dimensions or equivalent system custom business management tools utilized by the Programs etc.
Preferred Qualifications Competencies And Experience
- Experience managing workflows and developing process improvements in an office environment. - Knowledge of training programs and various technological methods for delivering training and disseminating information.
