About Us

The NC Wildlife Resources Commission (NCWRC) is the state government agency created to conserve and sustain the states fish and wildlife resources through research scientific management wise use and public input. The NCWRC is the regulatory agency responsible for the enforcement of North Carolinas fishing hunting trapping and boating laws. The agency has an operational budget of approximately $100 million and employs approximately 700 full-time staff and 100 seasonal temporary staff across the state including wildlife and fisheries biologists and technicians wildlife law enforcement officers wildlife educators communication specialists and customer service information technology and administrative professionals. The NCWRC Mission is to conserve North Carolinas wildlife resources and their habitats and provide programs and opportunities that allow hunters anglers boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation.

Description of Work

The North Carolina Wildlife Resources Commission is accepting applications for an IT Business Systems Analyst I for the Information Technology Division.

The NC Wildlife Resource Commissions Information Technology (IT) Division provides administrative support for the agency in the form of information technology services end user and networking support and application system development and maintenance. The IT Division plan for and manage application systems and database systems development from analysis through implementation operation and maintenance network design implementation and maintenance; hardware systems configuration operation and maintenance; and technical support to agency staff on how to use the computer systems and hardware. The IT Division is responsible for the accurate and timely design of application systems in keeping with the latest technology compatible with the needs of the Commission the Commissions Agency Technical Architecture (ATA) and the North Carolina Statewide Technical Architecture (STA).

The IT Business Systems Analyst I is a technical and analytical role responsible for being the primary interface between IT staff and WRC clients both internal and external. The WRC development model requires a business analyst/project manager hybrid who fills both roles depending on the stage of the project. Clients of WRC are typically internal agency personnel other local/state/federal agencies and outside vendors to WRC.

The primary responsibilities of this position are to develop the requirements and functional specifications needed to address any of the GONC PAWS FAMRS and other in-house application and module changes. IT Business Systems Analyst will also:
Facilitate teamwork between development staff database staff network staff and website staff and the internal and external WRC clients for all projects.
Work closely with business stakeholders to understand business processes.
Prepare user interface diagrams business process and workflow diagrams.
Facilitate requirement elicitation sessions with users to plan elicit capture analyze and validate business functional and technical requirements.
Understand and translate users business needs to functional and non-functional requirements.
Provide status updates on all projects to the stakeholders and division heads for applications undergoing enhancements and fixes and development of new applications.
Provide leadership on both the client side and the IT team including managing user expectations and helping to resolve implementation issues quickly to facilitate a timely project completion.
Work through development issues with the user and development staff and manage the entire process through development quality assurance user acceptance and ultimately implementation in a production environment.
Provide analysis of users production issues to determine if errors are user errors data errors or application errors requiring code changes.

The schedule associated with this position is Monday-Friday; 8:00am 5:00pm schedule which is 40 hours per week. This position also allows for a 1-day a week telework schedule. This position will be based out of our Wildlife Resources Commission Headquarters building in Raleigh NC (Wake County).

Knowledge Skills and Abilities/Management Preferences

Education and Experience must be included in the candidate profile to receive consideration during the selection and salary administration processes.

  • Proficiency in wireframing tools Microsoft office products ticketing tools SQL Server;
  • Understanding Software Development Life Cycle (SDLC) concepts and methodologies;
  • Experience managing releases and modifications of multiple projects simultaneously;
  • Experience evaluating business needs and delivering quality functional requirements;
  • Experience testing and supporting end users.

Special Qualifications/Requirements:

  • Valid NC Drivers License within 90 days of employment

Classification Specs NC Office of Human Resources

Bachelors degree in business administration computer science or any related field from an appropriately accredited institution and one year of experience in business consultation process improvement or requirement gathering in an information technology environment

OR

Associate degree in business administration computer science or any related field from an appropriately accredited institution and two years of related experience;

OR

High School or GED and four years of related experience;

OR

an equivalent combination of education and experience.
