Under the general directions of the Information Services Director the GIS Manager provides strategic leadership operational oversight and technical administration for the Citys GIS program. This position is responsible for managing GIS personnel developing enterprise GIS architecture ensuring the integrity and security of geospatial systems and databases and delivering innovative solutions that support city priorities. A major focus of this role will be leading the implementation and long-term management of the Citys ESRI ArcGIS Enterprise environment while integrating current ArcGIS Online resources into a scalable hybrid GIS ecosystem.

Enterprise GIS Leadership
- Lead the strategic planning modernization and continuous improvement of the Citys GIS program.
- Design deploy and administer the ESRI ArcGIS Enterprise environment including Portal ArcGIS Server Data Store web services integrations and security.
- Develop long-range GIS roadmaps aligned with organizational priorities growth and emerging technology trends.
- Establish GIS governance standards for data quality publishing workflows permissions metadata and lifecycle management.
Operations & Technical Administration
- Manage enterprise geodatabases hosted services backups system availability disaster recovery readiness and performance optimization.
- Coordinate upgrades patches licensing and support lifecycle management for GIS systems.
- Ensure GIS systems comply with City technology security and operational continuity standards.
- Collaborate with Information Services staff on server storage network identity management and cybersecurity requirements.
Applications & Innovation
- Oversee development of GIS applications dashboards mobile solutions automation workflows and public-facing mapping tools.
- Expand use of GIS analytics to support infrastructure planning economic development emergency response and operational efficiency.
- Evaluate emerging technologies including AI-enabled mapping field mobility automation and smart city solutions.
Department Collaboration
- Partner with Public Works Utilities Engineering Planning Police Fire Communications and Administration to identify GIS opportunities and deliver business value.
- Lead integrations between GIS and enterprise platforms such as asset management permitting ERP CRM and work order systems.
- Coordinate regional data sharing with 911 agencies appraisal districts utilities neighboring jurisdictions and other external partners.
Leadership & Administration
- Supervise mentor develop and evaluate GIS staff.
- Establish goals priorities performance standards and project schedules.
- Present recommendations updates and reports to executive leadership boards and City Council.
Emergency Support
- Support emergency operations and disaster response efforts through situational awareness mapping critical data updates and operation coordination as needed.
Knowledge Skills and Abilities:

- Principles of land planning mapping global positioning systems and aerial orthophotography.
- Theory principles and practices of GIS including data compilation and conversion database management systems graphics applications and overlays and spatial models for computer analysis.
- Administration and maintenance principles of network operating domains relational databases and specialized software applications.
- Analyzing technical issues evaluating alternatives and making recommendations based on findings.
- Reading understanding developing manipulating and analyzing geographic information in a variety of data formats and projections.
- Understanding and working with data from multiple public and private sources.
- Compilation analysis and presentation of technical and statistical information in reports.
- Solving technical problems involving integrated operating systems and hardware platforms.
- Using initiative and independent judgment within established procedural guidelines.
Qualifications:
MINIMUM QUALIFICATIONS:
- Bachelors Degree in Geography Geographic Information Systems Computer Science Information Systems Engineering Urban Planning or a close related field.
- Five (5) years of progressively responsible GIS experience including:
- Enterprise GIS administration or architecture
- Spatial database management
- GIS application delivery
- Project leadership
- Cross-functional collaboration
- Supervisory or team leadership experience is preferred.
- An equivalent combination of education training and experience may be considered.
- Must possess a valid Texas Drivers License.
- Environmental Systems Research Institute Inc. (ESRI) professional certifications are strongly preferred.
- GISP certification preferred.
PREFERRED QUALIFICATIONS:
- Experience deploying or administering ESRI ArcGIS Enterprise
- Experience with ArcGIS Online environments
- Municipal or public sector GIS experience
- Utility infrastructure or public safety GIS
- SQL Server PostgreSQL or Oracle geodatabases
- Python/ArcPy automation
- JavaScript web GIS development
- Experience with asset management or work order integration
- Cloud-hosted GIS environments
- Open data/transparency initiatives
