Job Summary

Overview

The Department of Mental health is seeking an experienced and strategic Administrative Services Director to lead and coordinate a broad range of administrative functions in support of the Rural Health Transformational project. This time limited position will work closely with executive leadership and cross-departmental teams to ensure efficient operations strong fiscal management and effective program delivery. This position is responsible for leading special projects supports decision-making and ensures continuous improvement of administrative functions. The Director will evaluate systems policies and services conducts or oversees studies and recommends improvements to enhance efficiency and effectiveness. Responsibilities include directing and participating in budget development and monitoring of the programs as well as overseeing contracts grant agreements and program initiatives.

The Rural Health Transformation (RHT) project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $.44 with 100 percent funded by CMS/HHS. This position Administrative Services Director I - Limited Service (Job Requisition #54863) is open to all State employees and external applicants. It is a Limited Service position which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

Bachelors degree in accounting business or public administration office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.

OR

Bachelors degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.

OR

Masters degree in accounting business or public administration office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.

OR

Two years of full-time college coursework or associates degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.

OR

High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.

OR

One (1) year or more of experience as an Administrative Services Manager III with the State of Vermont.

NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g. accounting budget management grant administration finance human resources payroll purchasing or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
