Job Summary
Overview
Join our team to lead new and innovative projects in support of Vermonts Rural Health Transformation (RHT) Program! The Department of Vermont Health Access (DVHA) is seeking leaders with experience designing implementing and reporting on projects and programs to support this new statewide initiative.
Successful candidates will provide leadership and direction of analytical advisory coordination and evaluation work at an expert professional level to develop and successfully execute new programs projects and initiatives designed to advance the objectives of the Vermont RHT Program.
Duties include leading planning directing developing managing and monitoring multiple concurrent complex large-scale projects. This position will be responsible for ensuring project roles responsibilities deliverables and outcomes are clearly defined assigned monitored and successfully completed within time and budget parameters and in compliance with all federal and state requirements. This position will collaborate with unit directors and staff to establish cross-disciplinary and cross-Agency project teams and will coordinate interactions with key external partners. The position requires superb communication skills in order to represent initiatives in leadership forums and with other key stakeholders as needed.
Strong competencies in project management continuous improvement and grant and/or contract oversight will serve this role well. Candidates must be able to operate independently while also working collaboratively with various partners at a professional level.

Environmental Factors
Work is performed in a standard office setting.
Minimum Qualifications
Bachelors degree in accounting business or public administration office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.
OR
Bachelors degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.
OR
Masters degree in accounting business or public administration office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.
OR
Two years of full-time college coursework or associates degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.
OR
High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office department or agency.
OR
One (1) year or more of experience as an Administrative Services Director I with the State of Vermont.
NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g. accounting budget management grant administration finance human resources payroll purchasing or space management).
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
