Reporting to the Director Financial Services/Treasurer this role is responsible for the management work plan and the achievement of objectives for the Financial Planning and Asset Management portfolios.
This position leads the team in budget and long-range financial plan development financial analysis and reporting for the Towns diverse portfolio of programs and services. They will ensure data integrity and develop strategies to maximize the returns from the assets through life cycle management. They will influence the development of business plans capital budgets operating budgets forecasts and analysis.
This position will monitor asset management and technology research trends and developments provide reports and analytics to communicate and recommend asset long term maintenance acquisition disposal and replacement schedules with financial impacts and consequences. They will maximize the use of budget software and enhancements to ensure the budget and related reports are being prepared efficiently and effectively.
Responsibilities:
- Leads the preparation and development of the annual operating and capital budget estimates and long-range financial plans/forecasts including the establishment of timelines.
- Provides support to General Managers and their senior staff at formal budget and committee meetings by directing the compilation of key financial and statistical data in anticipation of information requests from the CAO Director Financial Services and Council members
- Develop a thorough understanding of the Towns significant revenue and funding sources including property taxes investments grants reserves and debentures; ensure forecasts are up to date and provide regular updates and to the Director and CAO.
- Support Senior Leaders and Directors in the identification assessment evaluation and recommendations of action plans related to changing business requirements and processes demonstrating commitment to the management of assets in compliance with regulations (O. Reg 588/17).
- Oversees and reviews asset management plans levels of service strategies policies and procedures for all corporate assets towards maximizing the life cycle of Town assets through fiscally responsible efforts.
- Implements improvement projects consistent with the goals and Strategic Plan of the Corporation.
- Keeps abreast of the Towns strategies priorities policies and programs as well as provincial legislation. Ensures all Branch programs and staff are in compliance.
- Leads and manages staff to meet performance standards for the delivery of programs and services by the Branch and is responsible for effective planning allocation and management of all material financial and human resources. Responsible for recruitment performance management and staff development.
- Sets annual Branch objectives and metrics which are consistent with the corporate Strategic Plan and department needs. Implements/coordinates the Branch business plans in a timely and proactive manner to achieve the goals objectives and the performance metrics of the department.
Qualifications:
- University degree in Finance Business or a related field is required.
- Certified Professional Accountant designation is required.
- 5 to 7 years of experience in the industry with a background in financial planning budgets asset management best practices their strategic applications and business principles
- 3 years of supervisory level experience working in finance
- Experience in financial planning and forecasting preferably in a municipal environment
- Strong knowledge of municipal finance and asset management planning and principles processes and practices along with life cycle costing and relevant legislation
- Working knowledge of financial and budgeting software platforms
- Experience with core municipal assets and their life expectancy and rehabilitation options.
- Knowledge of the Municipal Act and applicable financial legislation
- Presentation skills to a variety of audiences including council
- Strategic thinking analytical problem-solving skills
- Project management and conflict resolution skills

Salary: $ 114766.49 to - $143467.68 plus employer paid benefits and OMERS pension plan
Hours: 35 hours per week 8:30 am 4:30 pm Monday to Friday
Location: Town Hall 24 Tupper Street West Alliston
Start Date: May 2026
