IT Procurement Analyst

Required Qualifications

• Ability to quickly learn and apply procurement rules policies and tools within a structured public-sector environment
• Experience supporting IT procurement processes including obtaining supplier quotes tracking approvals processing contract amendments and enforcing vendor terms
• Familiarity with contracting laws and state procurement regulations
• Proficiency in Microsoft Word Excel and PowerPoint for documentation reporting and analysis
• Strong multitasking and task management skills with the ability to plan organize and manage multiple procurement activities simultaneously
• Experience in supplier and contract management including managing vendor relationships monitoring contract performance and supporting negotiations

Preferred Qualifications

• Certification as a Virginia Contracting Associate (VCA)
• Certification as a Virginia Contracting Officer (VCO)**

• Analyze requisitions for IT goods and services (hardware software and services) and execute procurements in accordance with established policies and procedures
• Manage formal procurement processes including Invitations for Bid (IFBs) and Requests for Proposal (RFPs) ensuring full regulatory compliance
• Develop procurement strategies recommend appropriate contract vehicles and identify alternative sourcing options
• Draft manage and maintain contractual agreements including term contracts for professional and non-professional services
• Negotiate contract terms conditions and revisions in coordination with legal stakeholders
• Ensure compliance with small business participation initiatives and applicable procurement requirements
• Serve as a liaison between vendors procurement authorities and internal business units
• Advise stakeholders on procurement methods (IFBs RFPs RFIs SOWs cooperative contracts and sole-source justifications)
• Provide regular updates on procurement status vendor performance pricing and sourcing alternatives
• Support end users with procurement-related inquiries and ensure adherence to proper procedures
• Evaluate complex technical IT procurements in collaboration with subject matter experts and cross-functional teams
• Apply procurement laws regulations and best practices to all purchasing activities
• Maintain accountability for responsible use of organizational resources and compliance with all governing policies
