Main Purpose of Job

The main purpose of this full-time contractual position is to provide advanced level support for the design development implementation management and evaluation of high-priority and high visibilitypolicy initiatives and projects in the Medicaid Pharmacy Program and act as technical advisorproviding information to the Director and Deputy Director of the Office of Pharmacy Services (OPS) policymakers and other MDH executive staff on issues related to health care services financing and regulation. This position will serve as an expert consultant on policy and data analysis research develop and write reports and evaluations perform fiscal impact studies develop regulations andlegislative proposals create and conduct presentations manage all state and federal auditsFreedom of Information requests subpoenas and surveys and assist the Director of OPS in thedevelopment and forecasting of the annual budget for OPS. The position participates in andleads stakeholder committees and workgroups for policy development and represents the OPSat public meetings on pharmacy related matters.

MINIMUM QUALIFICATIONS

Education:A Bachelors degree from an accredited college or university.

Experience: Three years of experience evaluating analyzing researching and developing health care services policies and programs.

Notes:

1. Candidates may substitute the possession of a Masters degree in Health Sciences Health Care Administration Public Health Public Policy or closely related fieldfor one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences Health Care Administration Public Health Public Policy or closely related fieldfor two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience developing policies and procedures in a healthcare pharmacy and/or Medicaid environment
  • Experience evaluating data/performing data analytics
  • Experience researching policies of other states or organizations to help formulate new programs
  • Experience writing reports for senior executives

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
