The Housing Authority of the City of Austin (HACA) is seeking a strategic and leadership-oriented Procurement Manager to join our high-performing team. This position plays a key role in the administration of the Procurement Department including the purchasing and issuance of all materials and supplies for the agency. The successful candidate will perform senior-level buying functions and provide high-level administrative support to the Director. Notably the Procurement Manager is responsible for stepping in to fulfill the duties of the Director in any capacity during their partnership with the U.S. Department of Housing and Urban Development local government entities and numerous non-profit agencies HACA provides access to safe stable housing to over 20000 individuals.
What you will do:
Procurement Compliance & Strategic Sourcing
- Regulatory Adherence: You will ensure every purchase made by the agency strictly follows the U.S. Department of Housing and Urban Development (HUD) procurement regulations as well as state and local laws.
- Solicitation Leadership: You will coordinate the entire solicitation process including drafting technical bid specifications managing public advertisements and leading pre-bid and bid conferences to ensure a transparent and competitive process.
- Contract Development: You will assist in the assembly of complex Invitation for Bids (IFB) and Request for Proposals (RFP) to secure high-value services from qualified contractors.
- Policy Stewardship: You will stay current on all changes to procurement law and update the agencys Procurement Manual and HUD forms to reflect the latest compliance standards.
Leadership & Departmental Administration
- Director-Level Continuity: You are responsible for stepping in to fulfill the duties of the Director in any capacity during their absence ensuring the department remains operational and compliant without interruption.
- Staff Supervision: You will provide general supervision guidance and evaluation for Procurement Department staff setting priorities and deadlines for daily tasks.
- Agency-Wide Training: You will act as the lead trainer for the Yardi procurement system ensuring all agency end users are proficient in submitting and tracking requisitions.
Vendor & System Management
- Vendor Performance: You will interview prospective vendors to vet their products and pricing and perform ongoing evaluations of current vendor performance to maintain high standards for continued participation.
- Workflow Automation: You will leverage procurement automation tools and technology to streamline purchasing workflows reducing manual data entry and improving data management.
- Queue Monitoring: You will actively monitor the purchase order queue to ensure items are cleared timely and that all purchases are optimized for cost quality and vendor reliability.
Financial Oversight & Reporting
- Fiscal Accountability: You will reconcile department credit cards verifying that every charge correlates accurately with valid receipts and authorized purchase orders.
- Inventory Auditing: You will conduct periodic physical inventories of supplies and equipment and manage the legal disposal of obsolete or exhausted materials.
- Reporting & Legal Interface: You will prepare routine and special procurement reports and work closely with Legal staff to ensure the legal aspects of every contract and purchase are satisfied

Qualified candidates must possess:
- Bachelors degree in Business Administration Management or a related field.
- Five (5) years of experience in purchasing and inventory control.
- At least two (2) years of experience in a supervisory position.
- Comprehensive knowledge of HUD City State and Housing Authority procurement and contracting policies.
- High proficiency in Microsoft Office Suite (Word Excel PowerPoint Access) Yardi or similar ERP systems.
- Experience with procurement automation tools and the ability to leverage technology to streamline workflows.

- Valid Texas drivers license.
