Performs advanced technical and professional work supervising the functions associated with the Countys stormwater management erosion and sediment control and Chesapeake Bay Acts.

Responsibilities

Provides effective supervision of assigned staff including selection performance management employee relations training prioritizing and assigning work and related activities.
Serves as the Countys floodplain administrator and Community Rating System coordinator; performs Capital Improvement Program planning for Stormwater projects including assisting with development of the divisions capital improvement and capital maintenance budgets.
Manages Stormwater Local Assistance Grant program as well as other grant funding programs.
Assists the Director in setting policy involving the erosion and sediment control stormwater management and Chesapeake Bay ordinances; oversees the private and public stormwater management facility and dam safety program inspection and certification programs the Countys pollution prevention program and the private stormwater outreach and grant program.
Oversees watershed management plan implementation.
Assists with other division administrative tasks.

Performs other duties as assigned.

Qualifications:

Any combination of education and experience equivalent to a Bachelors degree in civil engineering hydrology water resources management or other related field; extensive experience in Stormwater or related field and some supervisory experience.
Must possess or be able to obtain within 30 days a valid Virginia drivers license and have an acceptable driving record based on James City Countys criteria.
Must possess or be able to obtain within 12 months a dual certification as a combined administrator in erosion and sediment control and stormwater from the Virginia Department of Environmental Quality.
Must possess or be able to obtain within 12 months certification as a Certified Floodplain Manager (CFM) from the Association of State Floodplain Managers.
Knowledge of the principles practices and techniques of the management of stormwater and water quality/quantity infrastructure; the principles and practices of supervision and management; departmental policies procedures and technical standards.
Skill in the use of computer software especially Microsoft Office Suite.
Ability to prepare complex technical reports and communicate complex technical issues to the general public and elected officials; establish and maintain effective working relationships with County officials employees contractors and the public; communicate effectively both orally and in writing; plan and supervise the work of others.
