BRIEF JOB DESCRIPTION: This is professional services work providing direction and oversight of cultural resource management activities on lands managed by the Bureau of Parks and Lands. Responsibilities include protecting preserving interpreting and promoting archaeological cultural and historic resources located on Bureau properties statewide as well as addressing their multiple deferred maintenance needs.

This position assists with the repair and preservation of several historic structures on Bureau lands. Responsibilities include working with architectural and engineering firms to develop scopes of work initiating contracts in accordance with state procurement requirements and coordinating project implementation. The position will work with the National Park Service to administer an existing historic preservation grant and ensure compliance with grant terms and reporting requirements.

Work includes identifying and prioritizing cultural resource projects; conducting historical and archaeological research; developing interpretive materials and exhibits; training site staff; and advising on the management and maintenance of historic sites and resources. The position also supports strategies that promote historic sites and enhance economic opportunities for surrounding communities. Work is performed under limited supervision.

JOB DUTIES:

  • Coordinates with other State Agencies including but not limited to Bureau of General Services Maine Historic Preservation Commission and the Maine State Museum to ensure that all State and Federal standards and procedures are followed during restoration repair and preservation of historic structures.
  • Assists with planning and coordinating repairs to historic structures including working with architectural and engineering consultants.
  • Conducts research on archaeological cultural and historic sites to develop interpretive materials and exhibits.
  • Develops and recommends plans for protection maintenance and operation of archaeological cultural and historic sites.
  • Participates in cultural resource project planning and implementation including acquiring and administering grants.
  • Coordinates with the National Park Service to administer historic preservation grant requirements.
  • Oversees Preservation Consultant work related to historic structure assessments including the Colburn House baseline study.
  • Ensures compliance with the Secretary of the Interiors Standards for the Treatment of Historic Properties.
  • Trains Bureau staff represents the Bureau in meetings with partner agencies and Friends groups and provides public outreach regarding historic and cultural resources.

KNOWLEDGE/SKILLS/ABILITIES:

  • Knowledge of American history with emphasis on Maine history and Native American history.
  • Knowledge of archaeological cultural and historical research methods and site preservation techniques.
  • Knowledge of historic preservation standards and practices.
  • Knowledge of state contracting and procurement processes is desirable.
  • Ability to communicate effectively prepare written materials and coordinate projects with consultants agencies and stakeholders.

MINIMUM QUALIFICATIONS: A Bachelors Degree in History or closely related field and two (2) years of experience in research oversight development and management of archaeological cultural and historic sites. Equivalent work experience may be substituted for education on a year-for-year basis.
