Description of Work

The Conservation Real Property Agent will serve as a technical analyst and advisor in the acquisition of conservation easements funded through the NCLWF Acquisition Program. They will perform the first line review of real estate closing documents assist with management and tracking of the documents through their life cycle and coordinate with the State Property Office and Stewardship Program to manage the post-closing transition.

Key Responsibilities include but are not limited to:

Provide first line real estate closing document review including but not limited to: appraisals and appraisal reviews; deeds; conservation easements; title and supporting documentation; Phase I environmental site assessments; and plats of survey.
Manage documents after closing of the real estate transaction transmitting files to the State Property Office and NCLWF Stewardship Program.
Track document record and report status of pending conservation easement purchases keeping meticulous record of document versions.
Participate in regular status meetings with DNCR Legal on real property issues.
Advance organizational knowledge on the acquisition of real property interests through guidance to field representatives contract administrators stewardship staff and grant recipients on requirements standards and practices.
Identify and troubleshoot obstacles to success and help develop process improvements and improve the Acquisition Program

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed onthe vacancy announcement. Vacancy specific knowledge skills and abilities (KSAs) and/or management preferences are notrequired. Applicants whopossessthe following are preferred:

  • Strong knowledge of a wide range of real estate principles rules concepts practices and legal documents necessary to secure clear title in fee simple and/or conservation easement acquisitions.

  • Familiarity with appraisals and the ability to review or the willingness to train on appraisal reviews.

  • Strong skills in verbal and written communication analysis problem-solving and organization; demonstrates a commitment to high quality professional work.

  • Familiarity with ArcGIS Google Earth and public land records.

Position/Physical Requirements

  • Must be available to work the schedule of Monday - Friday 8:30am - 5:00pm

  • Must have a valid drivers license issued from within the United States or be able to obtain one within 90 days of employment.

  • Must have the ability to work with a diverse team of individuals peers and partners who are not co-located.

This position is deemed eligible for hybrid telework under DNCRs Telework Policy.

This is a time-limited position subject to funding availability which may last up to 36 months.Time limited employees are eligible forState Benefits. Although the length of time this position will be active cannot bedetermined it has the potential to extend up to 3 years (36 months). Minimum Education and Experience

Masters degree from an appropriately accredited institution and one year of experience in the development appraisal or brokerage of commercial and/or industrial real estate; or Bachelors degree from an appropriately accredited institution and three years of experience in the development appraisal or brokerage of commercial and/or industrial real estate; or an equivalent combination of training and experience.
