JOB SUMMARY

As part of a critical team in Operations Control the CPM (Computational Pipeline Monitoring)/Leak Detection Engineering group contributes to ONEOKs commitment to safe efficient 24/7 operations by maintaining state-of-the-art computer-based transient model leak detection and CPM systems and pipeline simulation systems for liquid petroleum pipelines.

Job Profile Summary

Responsible for oversight of leak detection/computational pipeline monitoring alarm management and adequate information components of the control room management program. Oversees evaluation of pipeline leak detection system alarms. Collaborates with controllers control room supervision and the SCADA (Supervisory Control And Data Acquisition) department to document leak detection alarms causes and responses. Assists in coordination with technical services and SCADA departments to resolve instrumentation and system tuning to minimize false alarming while maintaining system sensitivity. Provides support on matters requiring immediate diagnostic response on critical system outages.

Develops and implements procedures and programs specifically Control Room Management (CRM) Training and Operator Qualification (OQ) program and Alarm Management Plan in compliance with the Department of Transportation (DOT)/Pipeline and Hazardous Material Safety Administration (PHMSA) regulations. Ensures compliance with regulations interprets and communicates existing and proposed regulations and requirements. Coordinates and facilitates preparation for audits. Analyzes and measures the effectiveness of leak detection and Supervisory Control And Data Acquisition (SCADA) applications. Develops and recommends business practices and procedures that focus on enhanced safety. Develops and contributes documentation for the Companys System Integrity Plan (SIP).

Assignments are received in the form of functional/departmental/regional objectives and goals. Consistently exercises independent judgement and applies knowledge/experience in area of expertise to determine the proper process by which to meet goals/objectives. Provides supervision to a group of employees who perform the exempt-level tasks and/or the same or similar non-exempt level tasks. Administers direction within the latitude of established company policies. May be required to be actively involved with projects to meet schedules or project deadlines. Work is measured by overall completion of objectives. Has the authority to hire terminate discipline or recommend changes within work group. Work is typically of diverse scope where analysis of situation or data requires an evaluation of a variety of factors to establish a course of action. May recommend modifications or improvements to operating policies/procedures. Erroneous judgements/recommendations/decisions or failure to achieve results typically result in serious delays to schedules and may result in considerable expenditures of time human resources and funds to rectify.

Essential Functions and Responsibilities

  • CPM Maintenance & Enhancement

  • Oversees and supervises the following:

    • Analysis configuration implementation and maintenance of computational pipeline monitoring (CPM) leak detection systems and pipeline simulations systems to meet business requirements in compliance with regulatory requirements and Company standards and to meet systems supportability.

    • Performance of pipeline profile analyses and assessments.

    • Provides for leak detection applications support development testing and troubleshooting for a diverse range of issues/scopes and CPM designs.

    • Supports collaboration with the software vendor to maintain leak detection and simulation models including upgrades and periodic re-certification testing.

    • Collaborates with internal stakeholders to determine business needs for development and maintenance of applications configuration and coding.

    • Evaluates selects and implements vendor applications including designs/develop for required system interfaces.

    • Maintenance and/or enhancement for other SCADA-related layered applications as needed.

    • Recommends hardware and software.

    • Evaluates systems architecture and new leak detection technologies recommends CPM systems and develops plans for their integration into leak detection application environment.

    • Analysis of SCADA and leak detection system data to identify leak detection system alarm parameters key performance indicators (KPI) and to evaluate SCADA systems performance.

Control Room Management Safety & Compliance:

  • Develops and implements procedures and programs specifically Control Room Management (CRM) Training and Operator Qualification (OQ) program and Alarm Management Plan in compliance with the Department of Transportation (DOT)/Pipeline and Hazardous Material Safety Administration (PHMSA) regulations.

  • Addresses deficiencies identified in the fatigue risk management plan.

  • Ensures compliance with regulations interprets and communicates existing and proposed regulations and requirements.

  • Coordinates and facilitates preparation for audits.

  • Develops and recommends business practices and procedures that focus on enhanced safety.

  • Develops and contributes documentation for the Companys System Integrity Plan (SIP).

  • Oversees the execution and development and implementation of Control Room Management procedures and training specifically Operator Qualification (OQ) program and Fatigue Mitigation program in compliance with the Department of Transportation (DOT)/Pipeline and Hazardous Material Safety Administration (PHMSA) regulations.

  • Maintains documentation and records that demonstrate DOT/PHMSA compliance.

  • Supervises Ops Control Trainers and the analysis and establishment of instructional goals and objectives for proper use of the CPM model-based leak detection systems applications.

  • Reviews and approves training documents/materials.

Data & Reporting

Oversees and supervises the following:

  • Review and interpretation of CPM data.

  • Preparation of reports regarding CPM systems alarms data.

  • Review and/or calculation of leak size and record updates.

  • Review and update of manual overrides to CPM systems.

Incident Investigations:

  • Participates in and/or oversees and supervises incident investigations.

  • Supervises and/or participates in incident investigations involving CPM and/or other leak detection systems data by analyzing and interpreting data.

  • Performs and/or oversees and supervises resulting action items involving CPM and or other leak detection systems model modifications systems configurations processes and procedures and other areas as needed.

Education

  • Bachelors Degree in Computer Science Engineering Math or related field of study required

Experience

  • 6 - 10 years related work experience preferred
