Job Summary
SALARY: $80000 to $85000 annually
SCHEDULE:40 hours per week; with expectation of some work on evenings and weekends
POSITION SUMMARY:
Full-time position that supports the Growth and Opportunity team within the Department of Community Investment. The Growth and Opportunity team team develops and manages programming which helps to spur economic growth and expand access to economic opportunity in South Bend and its many activities include economic and community development economic incentives business support property acquisition disposition and management and records management. The Assistant Director of Growth and Opportunity helps advance economic and strategic priorities for the City.

SUPERVISION EXERCISED:
Aid the Director of Growth and Opportunity in management of 6-7 employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work collaboratively within the Growth and Opportunity Team and other City departments to advance Mayoral initiatives and City priorities.
- Manage implement and evaluate growth and development initiatives ensuring alignment with Community Investment strategic goals.
- Establish and maintain strong relationships with local and regional stakeholders including developers businesses and business organizations nonprofits community-focused organizations other public entities and stakeholders and interested parties focused on the economic health of South Bend and positioning residents for success.
- Aid the Director of Growth & Opportunity in the negotiation implementation and monitoring of development agreements to facilitate accomplishment of City objectives.
- Proactively pursue economic development opportunities that promote enhance and revitalize South Bend neighborhoods.
- Conduct research and analysis to inform policy recommendations identify opportunities to improve the business environment within the City and support sustainable economic growth.
- Represent the City and the Department of Community Investment at both private and public meetings workshops trainings presentations seminars and other events.
- Collect and analyze information related to public investment in property and development projects.
- Help lead operations of the Growth and Opportunity team and collaborate within and outside of the Department of Community Investment to develop implement and improve new and existing City programming.
- Aid the Director of Growth & Opportunity in the management of the Growth & Opportunity team.
NON-ESSENTIAL/MARGINAL FUNCTIONS:
- Maintain files and documents in accordance with State statutes as well as rules and regulations promulgated by Federal State and local agencies.
- Assist other staff members as needed.
- Perform other duties as assigned.
EDUCATION / QUALIFICATIONS:
- Bachelors degree is preferred with a focus on planning urban affairs political science public or business administration engineering finance/economics or related field.
- Experience in real estate development housing urban planning urban redevelopment community development economic development or similar area of work experience.
KNOWLEDGE SKILLS AND ABILITIES:
- Ability to learn and develop a working knowledge of economic development incentives and programs; real estate transactions management and terminology; business and commercial financing; real and personal property taxation; business attraction expansion and retention; land use urban planning and redevelopment principles and concepts; and coordination with public and private sector partners.
- Demonstrated ability to build and maintain relationships with a diverse group of individuals including industrialists architects contractors developers owners decision makers and the general public.
- Demonstrated ability to work with efficiency flexibility humility and good humor.
- Commitment to excellence innovation and data-driven evaluation.
- Ability to manage and adapt to ambiguity and conflicting priorities in a public office environment.
- Knowledge of governmental structures processes and operations.
- Ability to work in Microsoft Office especially Word and Excel SharePoint and GIS software packages.
- Ability to engage customers professionally and tactfully.
- Ability to communicate effectively orally and in writing and to establish effective working relationships.
CERTIFICATES LICENSE REGISTRATION:
- Valid Drivers License required.

Work is performed in office settings with moderate inside temperatures. The employee will be required on occasion to attend meetings and events outside of the office. The noise level in the work environment is usually quiet to moderate. Entire office is smoke free.
