Weatherization is designed to provide energy efficient measures to low-income households. The installation of these measures not only makes these homes more energy efficient but also reduces energy usage and energy cost. Healthy Homes serves thousands of households annually improving the energy efficiency of homes to reduce costs while ensuring residents health and safety.

DEFINITION
Under the supervision of the Director and Weatherization Program Manager performs outreach activities to recruit identify and determine eligibility of recipients; performs audits and evaluations; conducts final inspections; identifies designated population within a targeted geographical area. Performs weatherization duties (carpentry insulation painting and a variety of other skilled crafts work in the repair and improvement of single and multi-family housing units and related structures and equipment to achieve improved energy efficiency levels); and performs related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs outreach activities such as door-to-door contact or any other procedures to identify qualified recipients.
  • Executes home assessment evaluations to determine materials and labor needed to weatherize the residence.
  • Provides program information through brochures and/or verbal communication.
  • Conducts air tightening insulation and ventilation retrofits on mobile homes.
  • Makes mathematical calculations relative to job duties.
  • Conducts energy audits and relays energy savings information.
  • Performs pre-work inspections of premises to identify work order items and other weatherization measures.
  • Carries out final inspections of weatherized residences.
  • Installs door hinges locks and deadbolts; makes keys.
  • Puts gaskets around electrical outlets and switches.
  • Installs floor lamps microwave ovens attic ventilation domes water heater blankets and water heaters.
  • Insulates attics and crawl spaces.
  • Sets up carbon monoxide alarms.
  • Installs water-saving devices such as aerators and showerheads.
  • Operates work vans and other small utility vehicles to transport personnel materials and tools to designated work sites.
  • Lays linoleum and ceramic tiles.
  • Schedules clients for audits and final inspections.
  • Makes presentations to public private and civic organizations and other groups to educate the community about the program.
  • Weather strips caulks frames trims and insulates exterior doors and windows;
  • Removes damaged window glass; measures cuts and replaces window glass; removes and replaces exterior doors.
  • Performs other related program duties as assigned.

QUALIFICATIONS AND SKILLS
Knowledge of:
  • Techniques methods materials tools and equipment used in basic weatherization and home repair.
  • State and local weatherization and insulation standards usually learned through a weatherization certificate program.
  • Safe work methods and safety regulations pertaining to weatherization work.
Skills and Abilities:
  • Operate and maintain of a wide variety of hand power and shop tools and equipment commonly used in the building trades.
  • Effectively communicate with persons from varied cultural and socio-economic backgrounds.
  • Speak to small and large groups.
  • Operatea computer and assigned software.
  • Estimate labor and materials needed to weatherize a residence.
  • Operate and maintain specialized tools used in implementing weatherization and energy conservation measures.
  • Measure and calculate angles lengths and volumes.
  • Understand and follow oral and written instructions.
  • Estimate necessary materials and equipment to complete assignments.
  • Explain program objectives and procedures to homeowners.
  • Establish and maintain effective working relationships with agency staff homeowners and others encountered in the course of work.

EDUCATION/EXPERIENCE/CERTIFICATION:
  • High school diploma or GED.
  • Good oral and written communication skills.
  • Three (3) to Five (5) year related work experience.
  • Physically able to lift minimum of 50 pounds.
  • Bilingual (English/Spanish) comm

HEALTH STATUS

Must have a physical examination TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza* pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class an employee is regularly required to stand walk and sit talk or hear both in person and by telephone uses hands to finger handle or feel objects or controls reach with hands and arms. An employee also is regularly required to stoop kneel bend crouch or crawl climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision distance vision depth perception color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management administrators staff teachers parents family members children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background/education check DMV check NSOR exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance signed criminal record statement and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Drivers License daily use of a personal insured vehicle and have and maintain a motor vehicle driving record acceptable to MAACs insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
