Resourcing Compliance SME

Acting Up for 6 months

Grade D -

Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

Job Purpose
To ensure Birmingham City Councils resourcing activity is safe legally compliant and aligned with safeguarding and statutory requirements. Provide expert advice across but not limited to DBS Right to Work (RTW) pre employment checks and any other resourcing compliance while managing compliance risk and assurance activity.
The role includes direct line management responsibility.

Key Duties and Responsibilities

  • Ensure safe and compliant resourcing in line with legal requirements for DBS RTW pre employment checks and any other compliance processes and procedures.
  • Collaborate with the resourcing team leadership team to plan team engagement and collaborative sessions addressing any compliance process gaps.
  • Act as the escalation point for all resourcing compliance risks.
  • Lead DBS compliance activity including eligibility thresholds monitoring assessment and audit.
  • Provide expert advice to and support DBS Adverse Panels working in collaboration with the wider team and Safeguarding Lead.
  • Advise on RTW requirements ensuring checks and verification are completed lawfully and in line with policy.
  • Act as escalation point for pre employment check risks including reference checking.
  • Coordinate and deliver audit and assurance reports on DBS RTW and regulated role compliance.
  • Deliver compliance training to ensure team understanding and consistency.
  • Lead and motivate the Resourcing Compliance team across policy process and operational delivery.
  • Line manage and support the Compliance team ensuring high quality delivery accuracy and effective workload management.

Who We Are Looking For
Essential Criteria

  • GCSEs (or equivalent) in English and Maths
  • Experience of working in a compliance focused role
  • Experience of leading or contributing to a compliance function
  • Knowledge of compliance processes DBS RTW pre employment checks and employment law
  • Knowledge of visa sponsorship and UKVI rules
  • Ability to manage multiple competing priorities audits and compliance activity
  • Experience of assessing compliance risk and making evidence based decisions
  • Ability to handle sensitive and confidential information appropriately
  • Experience of training coaching or mentoring others
