Job Summary

Introduction


The Maryland State Retirement Agency is the administratorof the Maryland State Retirement and Pension System (System). The System is adefined benefit retirement system covering governmental employees within theState of Maryland. Its composed of twelve (12) separate retirement and pensionsystems with over 50 different rule sets. The System has over 397000participants (customers) including 192000 members who are actively employedand participating in the System 165000 payees who receive a monthly paymentfrom the System and 40000 vested members who are no longer actively employedbut have earned a benefit that will become payable at a future date. We are seeking to recruit a Director Systems Development position.

Main Purpose of Job

This position directs and manages the SystemsDevelopment teams including Software Engineering and Development Operations(DevOps).The positionrequires regular interaction and collaboration with Business Operations Office (BOO) and Information Systems (IS) executives andsubordinate staff from Project Management Technical Infrastructure ISSecurity Production Operations and with SRPS Internal Audit Investments andother business units to ensure the application platform is adequatelysupporting the mission of the Agency in a sustainable modern effective andsecure manner. Continuous planning and evaluation of applicationcreation/delivery options and team/talent structure and their feasibility tobest support the Agency mission is required.

This positionsupports the on-going business process reengineering initiatives by overseeingthe implementation of an appropriate balance of 1) the creation/extension ofcustom applications 2) integration and use of COTS and SaaS solutions 3) theintegration of 3rd-party tools and modules (pre-coded generalfunctions) and 4) the integration of external services (i.e. banking IDproofing.)

Critical responsibilitiesof the Director are:
An intelligent enterprise applicationarchitecture and platform which supports the mission of the Agency and theteams consistent use of it while implementing solutions.
Maintaining team readiness (staffedknowledgeable and skilled) for new development maintenance and operations.
Overseeing the work of multiple Agiledevelopment teams assuring the delivery of quality work products that isefficient secure adherent to standards and conventionssustainable/maintainable and appropriately documented.
Keeping the solutions current with platform andtool versions to increase security and manage technical debt.
Managing the persistence of data with efficientand sustainable strategies and techniques to assure availability securitycapacity and recoverability.

POSITION DUTIES

Positionduties include but not limited to the following:

Direct the activities of the Systems Development Unit
Receive reviewevaluate and determine feasibility of requests and opportunities forinformation systems and services working closely with SRPS Chief BusinessOperations Officer and SRPS Deputy Chief Business Operations Officer.
Lead and/orcollaborate in the identification design development testingimplementation and on-going support of computer information systems.
Develop adapt implementand manage new and revised policies procedures standards and conventions.
Recruit train anddevelop staff. Acquiring supplemental vendor staff to augment activities of SRAstaff.
Meet withupper-level management vendors clients and other Agency and State staff toidentify define discuss and resolve computer information systems challenges.
Create technicalsolution documents for SRPS applications
Working closelywith SRPS Chief Business Operations Officer and SRPS Deputy Chief BusinessOperations Officer determining staffing requirements developing work plansand targets monitoring progress approve deliverables approve plan changesassure technical standards and accuracy assure completeness assure adherenceto Agency and State policies practices and standards.

Conduct Information Systems and Business SystemsPlanning Processes
Develop annualplans that are fully coordinated with the SRPS Business Plan contribute to SRPS IT Master Plan and incorporate MD State goals and plans.
Prepare statusreports communicate status to the SRPS Chief Business Operations Officer andSRPS Deputy Chief Business Operations Officer
Preparerequisitions and RFPs for software services and products as required. Manage the procurement process in concertwith MSRA and State acquisition policies practices and methodologies.

Document and communicate the MSRA EnterpriseInformation Systems Architecture
Develop and implement standards procedures training and disciplines to assure consistentapplication development processes across all applications including data definitions data security data recovery/backup data privacy disaster recovery etc.

Business and Technology Awareness and Expertise
Maintain personalbusiness and technology skills.
Attend seminarstraining classes or other events that enhance current ability to build andmanage Systems Development Unit

MINIMUM QUALIFICATIONS

Education: Bachelors degree in IT/IS/ComputerScience or related field. (Required to upload transcript or Degree at the time of application)

Experience: At least five (5) years experience inthe systems development field.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Two plus years experiencesupervising and managing application and database developers.
At least one year ofexperience in DevOps and related tools/software for source control andautomated deployments preferably on a Microsoft platform
At least one year ofexperience in Project Management
Knowledge ofSecurity Architecture including cloud-native security DevSecOps andmulti-cloud environments
Hands-on experiencewith modern AI coding tools and LLMs including GitHub Copilot to automate SDLCphases.
Ability to implementAI coding tools to increase engineering productivity and code quality.
Creating policiesand operating procedures that enable efficient quality secure and defect-freesoftware and solutions
