POSITION DUTIES

The Data and ResearchCoordinator in the Division of Student Support and Federal Programs partnerswith program leadership to design data processes analyze program data andgenerate reports that support compliance program planning performance monitoringand informed decision-making across programs. The Coordinator providesleadership and technical assistance to the Divisions within the agency localeducation agencies (LEAs) State Agencies (SAs) and external service providersin acquiring analyzing and reporting student school and school system dataand using data for program improvement. The Coordinator trains MSDE staff LEAstaff SA staff and external service providers to collect organize interpretand use program data. The Coordinator collaborates with program managersdirectors and coordinators to analyze and interpret program data identifytrends and needs and develop data-informed recommendations that supportcontinuous program improvement and strategic decision-making.

Responsibilities include:
  • Provide leadership and technical assistance to division staff and external partners.
  • Design data collection systems tailored to program staff needs.
  • Analyze interpret and summarize findings in written reports and oral presentations.
  • Design and deliver presentations collaborative meetings and training for MSDE leadership program staff LEAs SAs and external partners on effective data use for program improvement.
  • Coordinate the collection analysis and reporting of all program data to comply with State and Federal reporting.
  • Oversee statewide data collection verification analysis and reporting related to federal programs student safety and school health.

MINIMUM QUALIFICATIONS

Education:A Masters degree or theequivalent of 36 credit hours of post-baccalaureate coursework from anaccredited college or university.

Experience:Five years of administrative or teaching experience in oraffiliated with an education program.

Notes:
1. Candidates may substitute a Bachelorsdegree and two additional years of experience directly related to the positionoption for the required education.

2. Candidates may substitute the possession ofa Doctorate degree at an accredited college or university in a field related tothe position for one year of the required experience.

3. The required field of education andexperience are unique for each option and are established by MSDE in accordancewith Education Article Section 2-104 of the Annotated Code of Maryland. The specific education and experiencequalifications for each position are on record in the Office of HumanResources.

4. Candidates may substitute U.S. Armed Forcesmilitary service experience as a commissioned officer in Education Programclassifications or Education Program specialty codes in the Education field ofwork on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • Three years of professional experience as a research or data analyst in education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given toapplicantswho possess the following preferredqualification(s).Include clear and specific information on yourapplication regardingyour qualifications.

  • Proficiency in computer-based statistical programs (SPSS STATA or SAS)
  • Strong Microsoft Excel Access PowerPoint and Publisher skills
  • Proficient in developing and using intuitive dashboards and data visualization products such as Microsoft Power BI and Tableau
  • Experience leading or co-leading research projects
  • Experience interpreting and summarizing research findings
  • Experience providing technical assistance

SPECIAL REQUIREMENTS
