The Fiscal Technician provides essential financial and administrative support to ensure the accuracy efficiency and integrity of the agencys fiscal operations. This role is responsible for processing and recording financial transactions maintaining accounting records and assisting with budget monitoring in compliance with local government policies procedures and regulatory requirements. The Fiscal Technician reviews invoices and expenditures prepares financial reconciliations and supports grant and program accounting activities. The position also assists with generating periodic financial reports for internal and external stakeholders responds to inquiries from program staff and partners and contributes to the overall effectiveness of the agencys financial management systems. Through careful attention to detail and strong customer service the Fiscal Technician helps uphold sound fiscal stewardship and supports the agencys operational and programmatic goals.

Essential Functions

  • Process Financial Transactions: Reviews verifies and processes invoices purchase orders vouchers reimbursements and other financial documents in accordance with agency policies and applicable regulations.
  • Maintain Accurate Accounting Records: Enters and updates financial data in accounting systems; ensures proper coding of expenditures and revenues; maintains organized documentation for audit readiness.
  • Perform Account Reconciliations: Reconciles accounts statements and reports to ensure accuracy; identifies discrepancies and initiates appropriate follow-up or corrective action.
  • Assist with Budget Monitoring: Tracks expenditures against approved budgets; alerts supervisors or program managers to variances; prepares supporting documentation for budget adjustments.
  • Support Grant and Program Accounting: Assists with tracking grant expenditures matching requirements and reporting deadlines; ensures transactions align with grant guidelines and compliance standards.
  • Prepare Financial Reports: Compiles and generates routine financial summaries spreadsheets and reports for management auditors and external agencies.
  • Ensure Compliance: Applies local state and federal financial regulations; adheres to internal control practices and accounting procedures to safeguard public funds.
  • Customer and Staff Support: Responds to inquiries from program staff vendors and the public regarding payments balances or financial processes; provides courteous and accurate assistance.
  • Document Management: Maintains electronic and physical filing systems for fiscal documents; ensures confidentiality and proper retention of records.
  • Collaborate with Internal Departments: Coordinates with program managers procurement payroll and finance personnel to resolve financial issues and ensure smooth transaction flow

  • Collaborate with Internal Departments: Coordinates with program managers procurement payroll and finance personnel to resolve financial issues and ensure smooth transaction flow. Work with program managers to set up and manage grant awards in Workday.
  • Submit HUD Voucher requests in IDIS and/or eLOCCS.

Minimum Qualifications

Education: Have a Bachelors degree from an accredited college or university

AND

Experience: Have two years of experience in performing budgetary fiscal or accounting work.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge Skills and Abilities

  • Knowledge of the principles and techniques of budgetary and fiscal analysis.
  • Knowledge of standard payroll practices systems terminology and procedures.
  • Skill in performing complex mathematical calculations with speed and accuracy.
  • Ability to compile collect assemble and verify budgetary data.
  • Ability to prepare control maintain and reconcile complex records and to compile and prepare statistical reports.
  • Ability to prepare reports on budgetary expenditures.
  • Ability to develop and recommend fiscal procedures.
  • Ability to work effectively in a production environment under strict deadlines.
  • Ability to organize and assemble budgets.
  • Ability to speak and write effectively.
  • Ability to deal effectively with others.

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

Probation
All persons including current City employees selected for this position must complete a 6-MONTH mandatory probation.
