What is the role
Primary responsibilities are to support Shell Energys wholesale/retail trading/origination businesses and Shell Power related businesses through tracking and external advocacy on west retail regulations communicating regulatory changes and impacts of regulatory changes to commercial teams advising on regulatory issues in support of commercial transactions and managing compliance obligations and reporting in the West Region.
What youll be doing
- Oversee Shell Energys West Region regulatory initiatives providing support information and advice that are aligned with commercial priorities among trading origination and environmental products.
- Develop and execute regulatory strategies including managing Shell Energys participation in relevant proceedings.
- Complement Shells West Region and Shell Powers commercial strategies advocating positions in proceedings at state agencies and legislatures. Areas of focus include core/non-core gas and electric markets; competitive markets and retail expansion; state-mandated standards e.g. RPS IRP RA; biogas; storage; natural gas; and backbone transportation rates..
- Prepare and submit agency reports retail permits and licenses.
- Manage Shell Energys involvement in state litigation proceedings and appeals: coordinate discovery responses attend hearings review and approve pleadings participate in settlement discussions coordinate outside counsel and consultants and manage related costs.
- Serve on trade association and 501(c)(3) boards of directors deriving benefits from memberships while coordinating advocacy efforts and building consensus within these groups.
- Coordinate development of and work with others to provide regulatory training.
- Review rules affecting implementation of projects being evaluated
- Build relationships internally as well as externally - especially regulators CPUC/CEC staff and competitors.
What you bring
- Must have legal authorization to work in the US on a full-time basis
- Bachelors degree required or higher Law/Policy or Economics preferred
- 5 or more years of relevant experience in Regulatory Affairs; primarily Western U.S.
- Must effectively operate within a challenging and dynamic work environment including managing competing priorities over a wide spectrum of energy issues and supporting group efforts on others
- Must have fundamental understanding of regulatory processes and procedures and strong research and writing skills.
- Strong personal relationships and communications skills are necessary and must be able to effectively coordinate with colleagues
- Ability to understand impacts of government policies on business and compliance activity and communicate the same to commercial groups and make recommendations on how to respond.
- Technical and/or commercial understanding of retail and wholesale power markets (gas and carbon product market in the WECC is a plus); appreciation of license to operate concerns and compliance.
- Preferred location for this role is San Diego.
What we offer
The base salary range for this position is $149000 - $223000 per year. Individual pay will be based on various factors such as relevant work experience education certifications skill level seniority and internal equity.
For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description) insurance coverage options include medical dental vision coverage life Insurance Business Travel Accident Insurance and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time up to 11 paid holidays and parental leave offering 16 weeks of paid leave for birthing parents and 8 weeks of paid leave for non-birthing parents.
Additionally employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption wellness education and personal learning expenses and some roles are eligible for discretionary long-term incentives.
