POSITION DUTIES

The main purpose of the position is to serve as the Section Chief for Research and Data in the Accountability and Data Branch. This position coordinates and directs research/data-informing activities including data collection analyses and reporting for the Individuals with Disabilities Education Act (IDEA) Part B and Part C as well as providing qualitative and quantitative data analyses to be used for programmatic improvement professional development and measuring the results of the Divisions Strategic Plan. This position is also responsible for assisting in the dissemination of research findings through presentations publications and reports at the federal State and local levels as well as for providing technical support to the Division and locals (local school systems and public agencies) early intervention and special education leadership-Birth through age 21 system in the analysis and interpretation of data.

Position Duties include:

  • Develops coordinates and oversees statewide data collection analysis and reporting activities for the Individuals with Disabilities Education Act (IDEA) Part C and Part B to support federal reporting requirements inform policy and programmatic improvement guide professional learning and evaluate outcomes for children and students with disabilities.
  • Directs and coordinates statewideresearch data collection analysis and reporting activitiesrelated to IDEA Part B and Part C programs serving children and youth with disabilities from birth through age 21.
  • Oversees thecollection management analysis and reporting of statewide data including data from the Online IFSP Database System IEP systems and other State data sources used to monitor program performance and inform decision-making.
  • Leads the development coordination and submission of required federal reports and improvement plans. Providesquantitative and qualitative data analysesto support programmatic improvement professional development initiatives policy development and evaluation of progress toward the Divisions Strategic Plan.
  • Providestechnical assistance and support to Division leadership local school systems and public agenciesin the analysis interpretation and use of data to improve outcomes for children and youth with disabilities.
  • Monitors national State and local research and policy developments related toearly intervention special education and data-driven program improvement and incorporates findings into program planning and policy development.
  • SupervisesEducation Program Specialists and data managers including coordinating staff assignments providing guidance and oversight and ensuring the effective completion of research data and reporting activities. Coordinates staff efforts across research data and reporting functions and collaborates with theDirector for Accountability and Dataand other Division leadership to ensure alignment with strategic priorities.

MINIMUM QUALIFICATIONS

EDUCATION: A bachelors degree in education or a relatedarea from an accredited college or university.

EXPERIENCE:Four years of administrative experience in oraffiliated with an education program including two years ofexperiencein coordinating or administering an education programinvolving educationdata research or data analysis.

NOTES:1. Candidates may substitute thepossession of a masters degree or the equivalent of 36 credit hours of postbaccalaureate course work in Education or a related area for the two years ofrequired experience directly related to the position option.
2. Candidates may substitute thepossession of a Doctorate degree from an accredited college or university in afield related to the position option for three years of the requiredexperience.
3. The required field of educationand experience are unique for each option and are established by MSDE inaccordance with Education Article Section 2-104 of the Annotated Code ofMaryland.
4. Candidates may substitute Forces military service experience as a commissioned officer in EducationProgram classifications or Education Program specialty codes in the Educationfield of work on a year-for-year basis for the required experience andeducation.

SELECTIVE QUALIFICATIONS

Applicants must meet the selectivequalification(s) to be clear and specific informationon your application regardingyour qualifications.

One year of experience in Special Education data analysis.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the followingpreferred qualification(s).

Experience managing professional staff andexternal teams in satisfying timelines deadlines analyzing complex programissues recommending solutions and maintaining effective workingrelationships.

Experience working with special educationaccountability programs data collection systems data manipulation.

Experience with using SAS Stata and/or SPSS.

Experience in data management/analysis and increating data collection systems.

Experience writing computer programs toorganize and clean data in order to create valid analysis datasets

Experience interpreting/summarizing researchfindings and providing technical guidance.

Experience with analyzing complex programissues and recommending solutions.

SPECIAL REQUIREMENTS

Candidatesmustconsent to State and FBI (CJIS) background check as a routine procedure for allemployees and travel throughout the State is required.
