ARBORIST TECHNICIAN

DEPARTMENT: Public Services

DIVISION: Parks-Forestry

PAY: GRADE 125: $47915.30 - $69477.18 Annual Salary ($23.04 - $33.40 Hourly).

FLSA STATUS: Non-Exempt Full-Time 40 Hours Weekly Eligible for Benefits

GENERAL PURPOSE

This position performs specialized tasks associated with properly diagnosing planting maintaining removing and delivering emergency-related services for trees shrubs and other vegetation on property owned and maintained by Ogden City. Receives general supervision from the Urban Forester and direct functional supervision from the Parks/Forestry Crew Leader.

ESSENTIAL JOB FUNCTIONS

  • Trim raise and remove deadwood trees on city property for safety to comply with ordinances for aesthetics etc.
  • Remove dead and hazardous trees which can involve spraying herbicide and/ or stump grinding.
  • Create work orders and service requests on the Tree Inventory Program and update inventory information.
  • Operate various types of specialized equipment both during emergencies and regularly scheduled tree service activities such as aerial lift equipment stump grinder chemical sprayers chain saw addition to various trucks loaders backhoes etc. as required.
  • Use specialized arborist equipment such as ropes blocks and pulleys to trim and remove trees.
  • Plant trees in parks and along streets.
  • Operate tanker and flusher trucks to water street and park trees.
  • Responsible for the Ogden City tree nursery which involves educating citizens on proper tree planting maintenance and selection.
  • Maintain street islands including planting weeding trimming removal and hedge trimming.
  • Maintain paved and unpaved trails free of debris and fallen trees.
  • Assist in clearing land for various projects including trail expansion.
  • Install and remove banners along streets for a variety of events.
  • Install repair and remove shade screens.
  • Respond to storm damage; remove trees and debris from roadways sidewalks trails vehicles fences etc.
  • Perform general equipment maintenance duties including refueling changing oil and lubricating parts.
  • Comply with safe working practices as defined by the American National Standards Institute for Arboricultural Operations ANSI Z133.1-2000 or the latest approved revision.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
  • Assist in special event support for various events throughout the City.
  • Perform other related duties as required/assigned.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain within 150 days a Utah State Class A CDL with tanker and air brake endorsements.
  • Possession of or ability to obtain Utah State Pesticide Category 3 Turf and Ornamental Applicators License within 1 year of hire.
  • Employees must complete NIM IS100 and IS700 within six months of hire.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least one year of experience in arboriculture property maintenance trail maintenance or related work.
  • High school diploma or its equivalent.
  • An equivalent combination of the above-stated work experience and education may qualify.
  • Possession of ISA Certification or the ability to obtain certification within three years of hire is preferred.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of the care operation and maintenance of various power tools and equipment.
  • Knowledge of the principles and practices of plant applications uses establishment and maintenance including the pruning and trimming of various flowers plants shrubs and trees.
  • Knowledge of proper watering techniques as applied to individual plant life.
  • Knowledge of plant/pest identification and related horticultural practices and applications.
  • Knowledge of safe work practices.
  • Skill in observing possible safety hazards and reacting accordingly.
  • Skill in operating a variety of power tools and equipment safely and effectively.
  • Skill in maintaining a variety of plant life.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking and standing for extended periods of time and operating assigned maintenance equipment.
  • Ability to maintain effective audio-visual discrimination and perception is needed for making observations communicating with others and operating assigned maintenance equipment and vehicles as required by the position.
  • Ability to establish and maintain effective working relationships with those contacted during work.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • The work environment is primarily outdoors which may expose the employee to moderate to very loud noises wet or humid conditions moving mechanical parts high and precarious places exceeding 60 fumes or airborne particles toxic or caustic chemicals outdoor weather conditions extreme heat the risk of electrical shock and vibrations.
  • Travel among worksites is required which exposes the worker to the hazards of traveling by vehicle.
  • Employees work with arboriculture industry personal protective equipment (PPE) climbing gear rigging tools ropes knots etc.
  • The work is heavy work which requires exerting up to 100 pounds of force occasionally up to 50 pounds frequently and/or up to 25 pounds of force constantly to move objects.
  • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances identify and distinguish colors observe an area that can be seen up and down or the left and right while eyes are fixed on a given point judge distances and spatial relationships and adjust the eye to bring an object into sharp focus.
  • Additionally the following physical abilities are required: standing walking sitting using hands and fingers to handle or feel reaching with hands and arms climbing balancing stooping kneeling crouching crawling talking hearing and smelling.
