The DGS Office of Surplus Property Management (OSPM) is seeking a Federal Surplus Property Technicianto support the daily operations of the Federal Screener. This will include completing GSA forms and compliance documents working with customers virtually with the GSA/PPMS online product programs compiling information for reports and handling surplus property in our facilities. This position will also assist the Federal Screener in growing our surplus program which may include assistance with website updates or other tasks in collaboration with DGS staff.
OSPM oversees the Commonwealths state and federal surplus property management programs in accordance with Virginia Code 2.2-1124. This responsibility encompasses the distribution warehousing inventory allocation reutilization and disposal of all Commonwealth surplus property as required by law. By providing effective and efficient surplus property support services OSPM advances the Departments strategic plan and helps Commonwealth entities fulfill their missions. OSPM ensures compliance with surplus property laws through the development and management of statewide processes policies and procedures governing both state and federal surplus programs.
Job duties include but are not limited to:
- Review federal eligibility applications and complete GSA forms 120 and 123 as appropriate for property transfers.
- Receive and recondition property as needed and register discrepancies according to established procedures.
- Properly log State and Federal surplus assets using AssetWorks inventory management platform.
- Load proper internet auction items to correct customers and assist with property transfers including following up with customers once Federal property has been transferred to ensure customers have received their property and documents correctly.
- Assist customers with purchases by using knowledge of programs OSPM uses such as AssetWorks and the GSA PPMS Online computer programs.
- Assist in reviewing all customers online files for updated licenses accreditations and three-year update using AssetWorks.
- Prepare invoices for customers/donees as needed.

Minimum Requirements
- Valid Virginia Drivers License (or ability to obtain within 60 days of employment)
- Experience with inventory management.
- Demonstrated ability to review and administrate forms/documents based on key data points and policy compliance.
- Demonstrated excellent customer service and interpersonal skills.
- Ability to understand and follow safety quality control and operating procedures.
- Ability to multitask prioritize and re-prioritize work as new tasks come in.
- Ability to work independently and collaboratively with all levels of staff.
- Strong computer skills including experience with word processors and spreadsheets.
- Forklift Certification (or ability to obtain within 60 days of employment).
Additional Considerations
- Knowledge of government surplus programs and applicable regulations and policies (ex: GSA State Plan of Operation Chapter 12 of the APSPSM etc.)
- Experience with AssetWorks inventory management software.
- Experience with the GSA PPMS online system.
- Experience creating and issuing invoices.
- Experience with PeopleSoft financial management software.
- Experience performing maintenance on customer accounts.
