The Department of Planning Housing and Infrastructure (DPHI) are seeking to appoint a Director Referral Coordination and Assessments as part of the establishment of the Development Coordination Authority (DCA).

About the Development Coordination Authority

The DCA has been established to strengthen how NSW Government agencies work together within the development assessment system. Acting as a central coordination point for agency advice the Authority will streamline referral processes resolve issues earlier and deliver clearer more consistent input to consent authoritiessupporting faster better-informed planning outcomes across NSW.

Joining the DCA presents a unique opportunity to help shape and embed a new operating model for planning coordination contributing directly to system reform and the delivery of housing infrastructure and sustainable communities across the State.

About the Role

As the Director you will establish and lead the DCAs Council Concurrence and Referral function providing strategic direction for the coordination of referrals associated with local development applications. This will include overseeing the end-to-end delivery of referral assessments ensuring timely and consistent advice to councils and consent authorities while meeting statutory timeframes.

The role will also drive improvements to systems processes and service delivery by leveraging data and insights to identify opportunities for greater efficiency and coordination. Working across government you will build strong relationships with key stakeholders and lead a high-performing team to deliver a single coordinated response that supports planning reform and improved development outcomes.

To be successful in this role you will bring:

  • Strong knowledge of the NSW planning and development assessment system including relevant legislation and policy frameworks and the statutory referrals process.
  • Experience within the planning system as a decisionmaker for technically complex matters
  • Experience establishing or leading service functions that support regulatory or policy reform initiatives.
  • Proven capability leading high-performing teams managing resources and delivering complex service outcomes.
  • Demonstrated ability to engage and influence stakeholders across government to achieve coordinated outcomes.
  • Experience using data and operational insights to drive continuous improvement.
