Job Summary

Introduction

**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

Purpose

By assisting employeesand retirees with the enrollment process and in understanding their benefitsthe Benefits Services Specialist administersthe City of Milwaukees group life insurance program.

Essential Functions

MEMBERSHIP AND ENROLLMENT SERVICES

  • Process enrollment applications for new and active employees; amend benefit coverage and beneficiaries as necessary.
  • Assist in the facilitation of new employee and retirement workshops.
  • Educate employees and retirees on the various components of the Citys group life insurance program.
  • Assist with the Citys open enrollment period including fairs webinars mailings confirmation letters and other administrative work.

ADMINISTRATION AND COORDINATION

  • Maintain records and databases to ensure compliance with applicable laws.
  • Assist with the preparation of reports for management third-party administrators the Employee Retirement System (ERS) board and other City departments.
  • Track bill and process payments for active employees and retirees who are billed directly for life insurance premiums.
  • Generate bill and track payments received for the employers share of the premium.
  • Run benefit enrollment reports for audit and verification purposes.
  • Process billing and payments for other departmental purchases and expenditures.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixed-term position.
  2. Associate degree in human resources public administration business or a related field from an accredited college.
  3. Two years of progressively responsible experience in insurance or similar benefits processing.

Equivalent combinations of education and experiencemay be considered.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Ability to accurately administer the benefits program including reporting enrollment and tracking of data.
  • Proficiency using standard computer software and programs such as Word Excel and databases.
  • Ability to read interpret and apply information based upon work-related documents.
  • Ability to maintain accurate and detailed records.
  • Skill in proofreading documents for accuracy and for grammar punctuation and spelling.

Communication and Interpersonal

  • Written communication skills to prepare accurate and effective written communications including executive summaries and communications to City staff and the ERS board.
  • Verbal communication and presentation skills to clearly explain technical concepts.
  • Customer service skills including the ability to be responsive and sensitive to the needs of employees.
  • Ability to work and communicate effectively and positively with people whose backgrounds may differ from ones own.

  • Analytical and problem-solving skills and sound judgment.
  • Ability to effectively organize prioritize and accurately complete work assignments within deadlines.
  • Ability to maintain confidentiality.
  • Honesty integrity and the ability to serve as an effective steward of City resources.

Current Salary

The current salary range (Pay Range 5JN)is$62229-$77296annually and the resident incentive salary for City of Milwaukee residents is$64718-$80388 will be made in accordance with the provisions ofthe City of Milwaukee Salary Ordinance.

Selection Process

THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Department of Employee Relationsand the Employes Retirement Service reserve the right to call only the mostqualified candidates to proceed in the selection process. Information from theselection process will be used to make a hiring decision. Selected candidateswill be transferred and/or promoted to the position.

INITIAL FILING DATE The selection process will beheld as soon as practical after the deadline listed above. Receipt ofapplications may be discontinued at any time after this date without priornotice. NOTE:Transfer/Promotional Opportunities andPromotional Examinations are not open to Milwaukee Public Schools employees orto the public. Only current City of Milwaukee employees and civilian personnelin the MFD and MPD hired through a City Service Commission process who havesuccessfully passed a probationary period for a Civil Service position or whohave status as a City of Milwaukee employee in a fixed-term position will beconsidered. Individuals with exempt provisional temporary or emergencyappointments are not eligible for transfer.
