Team: Head Office - Governance and Communications

Location: Flexible within British Columbia with a designated CLBC office as your primary location (Hybrid - 1 day in office)

About the opportunity:

The Director Business Planning and PPMO is a member of the Senior Management team reporting to the VP Governance and Communications. The role is responsible for overseeing strategic and operational project portfolios annual corporate planning and prioritization and the implementation of strategic initiatives. This role involves overseeing cross-functional initiatives fostering collaboration and driving effective decision-making in alignment with strategic organizational priorities.

Key responsibilities include:

  • Leads the Corporate Planning process that aligns with CLBCs Strategic Plan Service Plan and Operational Plan.
  • Supports the coordination of CLBCs Corporate Business Planning processes ensuring alignment between strategic priorities organizational initiatives and operational capacity.
  • Works with senior leadership to identify and monitor cross-organizational priorities risks and dependencies that impact the delivery of strategic initiatives.
  • Oversees the Project Portfolio Management Office (PPMO).
  • Manages the organizations consolidated portfolio of projects and initiatives.
  • Provides senior management advice on project/portfolio prioritization business value risk change implications and costs.
  • Implements best practices standards and appropriate methodologies.
  • Oversees business analysis and solution design.
  • Responsible for architectural framework aligned with project portfolio management framework.
  • Supervises recruits trains coaches and manages the performance of direct reports.
  • Regularly engages direct reports in 1-on-1s with clear objectives and intended outcomes and provides effective feedback.
  • Offers guidance support and professional development opportunities.
  • Manages within a delegated budget monitors variances reviews forecasts & reporting and contributes to future budget and business plan development.
  • Manages within an overall budget allocation of approximately 1.3 million.

What youll bring:

  • Minimum of 8 -10 years direct experience in an equivalent position responsible for portfolio management and integrated business planning including departmental leadership experience.
  • A bachelors degree in business Public Administration or related field.
  • To reduce barriers to the application process we welcome a combination of transferable skills knowledge lived experience and comparable qualifications for consideration.
  • PMP (Project Management Professional) designation is an asset.
  • Lean Six Sigma (Black Belt or Master Black Belt) is an asset.
  • Experience in a public sector organization is an asset.

  • Demonstrated knowledge of planning and business transformation within technology and information-dependent environments.
  • Ability to establish and maintain effective collaborative working relationships with individuals at all levels of the organization and with internal and external stakeholders.
  • Proven ability to design and deliver solutions that align with legislative requirements and desired customer outcomes.
  • Strong leadership skills in managing professional staff and project teams.
  • Demonstrated leadership skills with the ability to coach motivate and inspire others; exhibited emotional intelligence.
  • Strong written and verbal communication skills with the ability to communicate effectively in group settings and one-on-one with Executive and Senior Management.
