Description of Work

The primary purpose of this position is to provide oversight to critical components of areas of work in the Division of Social Services and the Division of Aging. Specifically this role holds three primary functions: Staff to the Social Services Commission; Rules Coordinator; and Legislative Bill Review and Reports Coordinator. This position oversees the entire lifecycle of bill reviews mandated reports and formal rulemaking. Additionally this position provides policy analysis and administrative lead support for the Social Services Commission while managing special projects and emergency management activities as directed by Division leadership.

Salary Range: $60881 - $106544

Recruitment Range: $60881 - $89000

  • Demonstrated ability to track and coordinate timely legislative bill review.
  • Demonstrated ability to coordinate and manage the full rulemaking process.
  • Demonstrated ability to research and interpret federal and state legislation and regulations; analyze their fiscal and policy impacts on Division programs; and prepare clear well supported reports and recommendations to ensure legislative and regulatory compliance and inform leadership decision making.
  • Demonstrated ability to support and coordinate emergency response activities.

About the Division of Social Services: The North Carolina Division of Social Services (NCDSS) is responsible for administering a budget of over $2 billion for public assistance and social services programs throughout the state. The programs and services supervised by the Division include: 1) the services which form the basic safety net for needy families in the state Refugee Assistance; Work First; Food and Nutrition Services Low Income Home Energy Assistance Program (LIHEAP); Community Services; Special Assistance; 2) Child Welfare Services Child Protective Services Foster Care and Adoption Services; Child Abuse Prevention Services; Family Preservation and Independent Living Services; and 3) Child Support Services in North Carolina. This wide variety of programs and services are rendered to over one million families and individuals per year. Primarily direct services are delivered by 100 county Departments of Social Services (DSS) and other private and public agencies for which NCDSS is responsible for oversight.
