Job Summary

Post Context/Post Summary

SHAPE supports SACEUR by providing strategiclevel command and control across all domains and regions. Within the Command Group the Office of the Chief of Staff ensures full-spectrum support to COS/ViceCOS. The Programme Office for the new Supreme Headquarters (POSH) leads all activities related to the development and transition to the future SHAPE HQ.

The Transition Team coordinates SHAPE user requirements and synchronizes with Host Nations National Military Representatives and other stakeholders involved in the wider Transformation Programme.

The Project Manager (Version Control) supports the Version Control Management Process ensuring consistency alignment and traceability of deliverables across multiple Host Nationled projects. The role provides subjectmatter expertise to organisational and business change activities contributing to the effective implementation of CP 5A0147Rev1.

Principal Duties

The incumbents duties are:

Create implement and monitor procedures related to Version Control in order to ensure consistency and traceability of various project deliverables such as design as-built new proposals modifications and transformation across the various phases of the delivery of the new SCF (HN(BEL) to include deliverables related to CIS/ICT projects (HN(NCIA)) and deliverables related to the Transition Activities (HN(SHAPE)). Establish maintain and refine Version Control frameworks and logs to support POSH to handle adaptations modifications variation and transformation efficiently and effectively reducing disruptions to project timelines and budgets resulting in clear deliverables to be part of the final Handover documentation.

Coordinate with SHAPE Organizational and Business change managers to ensure that the Transformation delivered by the SHAPE SCF programme are understood and well received creating the conditions to realise benefits.

Receive log and review new requests facilitating their evaluation and approval through established workflows to ensure alignment with project goals and resources.

Oversee the appropriate integration of all amendment request of user requirements related to Transition Project activities and support their timely and costly resolution and delivery by the concerned Host Nation (HN).

Support the POSH in verifying that all adaptations amendment and version updates comply with contractual obligations industry standards and regulatory guidelines including those of architectural or technical drawings ICT/CIS implementation plans security plans legal documentations internal Agreements Working Arrangements or any other deliverable produced or received by POSH.

Support the Transition Manager in organizing the Transition Working Group (TWG) activities providing updates and ensuring effective decision-making with project stakeholders resulting in fully coordinated deliverables to be included in the Transition Project (timelines and sequences budget simulations contracts etc.).

Support the Transition Manager and the POSH Communication manager to ensure appropriate communication of Transition Activities involving New Ways of Working are implemented.

Highlight and follow-up on risks generated by any type of variation and adaptation supporting the development of mitigation strategies as to provide informed advice to senior leadership.

Stay abreast of emerging technologies and trends conducting regular technology assessments and making recommendations for adoption

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Undertakes all additional duties as directed by Director POSH.

Although the work is mainly performed in a Normal NATO office working environment it will be required to regularly access the Construction site to inspect monitor and report activities support visits and attend meetings. The work is occasionally performed in a Construction Site including access to hard-hat areas.

Slightly Undesirable Conditions apply. The risk of injury is categorised as Light Risk of Injury.

Essential Qualifications

a. Professional/Experience

  • Possess a university degree in architecture or a related discipline from an institute of recognized standing;

  • Have at least 2 to 4 years of experience on medium-to large-scale infrastructure projects demonstrating skills in version control ensuring design changes are clearly tracked managed and documented.

  • Have experience in the implementation of organizational change management preferably related to workplace transformation.

  • In-depth understanding of contractual frameworks building regulations and industry standards particularly in relation to infrastructure delivery and public procurement in Europe.

b. Education/Training

University Degree in business administration civil engineering or architecture economics public administration operations research business process engineering or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3333 - (Listening Speaking Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

a. Professional Experience

  • Proficiency in tools like Excel Power BI MS Project or similar for generating metrics and reports.

  • Experience communications strategies related to New Ways of Working Experience working in public or international institutions.

  • Knowledge of Automation design software (i.e. Archibus Planon Autodesk Construction Cloud etc.);

  • French SLP 2222

b. Education/Training

  • PMP (Project Management Professional) or PRINCE2 or any other related project management certificate

  • ITIL Foundation and/or Intermediate (e.g. from ITIL v3: Planning Protection and Optimization Service Transition)

  • Knowledge of ISO 19650 - Organization and digitization of information about buildings and civil engineering works including building information modelling (BIM) Information management using building information modelling

  • Organizational Change Management Qualification

  • Management of Risks Training

  • Course: ETE-FI-2708 - Resource Management Education Programme (RMEP) Course

Professional Contacts: Regular contact on the coordination and working level (A3/G17 and OF-3/4) with SHAPE HQ Users HN(BEL) HN(NCIA) HN(SHAPE) and USEUCOM to provide updates ensure informed decision making and alignment of SCF projects with the overall programme delivery. Continuous support to the Transition Board and Working Group.

Contribution To Objectives: Ensures consistency and traceability of all project deliverables reducing risks associated with uncontrolled modifications. Improves decision-making by analyzing adaptation modification variation and conversion requests and assessing their impact on scope budget and timelines. Enhances efficiency in Version Control ensuring that all stakeholders have access to the latest project documentation.

Supports risk management by identifying potential risks related to modifications requests and developing mitigation strategies. Facilitates stakeholder alignment by ensuring clear communication and coordination across various project teams.

Contributes to the success of the Transformation Programme by integrating transition activities smoothly into project deliverables. Ensures regulatory and contractual compliance by overseeing adherence to standards in all documentation and processes.

REMARKS:

Duration of contract: This post has been identified as being required for a limited period and is strictly linked to the lifespan of the New SCF Transition Project. The post will be suppressed upon the closure of the project. Newly recruited staff will be offered a definite duration contract of 3 years which could be renewed depending on the envisioned project timeline. Please be aware that because this post is project-dependent there is no expectation of contract renewal or conversion to an indefinite duration contract upon the projects completion. Serving NATO staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPR).

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
