The Need

For over 25 years IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030 we are seeking an expatriate Internet Crimes Against Children Specialist (ICAC) Community this role the Specialist Community Engagement will provide highimpact technical and investigative support to Philippine law enforcement agencies to drive online sexual exploitation of children (OSEC) case generation and progression in identified highrisk cities and municipalities.

The role works alongside law enforcementwithout command or prosecutorial authorityto strengthen case identification triage investigation and progression from intelligence inputs through operations case filing and support toward conviction.

The ICAC Specialist plays a pivotal role in accelerating the OSEC case pipeline by supporting the triage of referrals from the DOJ Office of Cybercrime (DOJOOC) strengthening WCPC investigative workflows and enabling coordination across WCPC NBI DOJ NCCOSAECCSAEM and local partners.

In parallel the role supports Local MultiDisciplinary Teams (MDTs) and local police unitsparticularly in Luzonto identify OSEC indicators receive communitygenerated reports and endorse cases to WCPC for case buildup.

As an expatriate ICAC Specialist the role also builds and sustains strategic relationships with foreign law enforcement partners and the National Center for Missing and Exploited Children (NCMEC) to strengthen intelligencesharing crossborder coordination and alignment on investigative priorities related to Philippine OSEC cases.

This position is based in Manila Philippines and reports to the Head of Casework Community Engagement. The selected candidate will be expected to relocate to Manila. This opportunity is open only to internal IJM applicants.

Responsibilities

OSEC Case Triage & Pipeline Acceleration

• Provide technical support to WCPC in triaging OSEC referrals originating from the DOJ Office of Cybercrime (DOJOOC) NCMEC and foreign law enforcement partners.

• Support law enforcement partners in moving cases through critical stagesfrom intelligence assessment and investigation planning to operations case filing and postoperation followup.

• Identify investigative or coordination bottlenecks and facilitate solutions through technical advice and interagency coordination while respecting law enforcement authority and mandates.

Investigative & Digital Evidence Advisory

• Provide technical and legal advisory support to WCPC and NBI on internetfacilitated OSEC investigations including lawful lead development investigative sequencing and documentation.

• Advise on the identification preservation handling and analysis of digital evidence supporting both operational actions and prosecutorial requirements.

• Support investigative teams in aligning evidence practices with court requirements to strengthen case quality and sustainability.

Capacity Building for WCPC & National Agencies

• Facilitate weekly data quality checks of JDS data entry and work proactively with Casework teams to assist their revision process.

• Deliver tailored training onthejob coaching and ongoing virtual consultation to WCPC and NBI units to strengthen investigative confidence and effectiveness.

• Support the transfer of specialized knowledge related to online exploitation tracing digital artifacts undercover coordination and casebuilding best practices.

• Reinforce consistent application of national protocols and investigative standards through technical mentorship.

Support to Local Police Units & MDTs

• Support the training and coaching of Local MultiDisciplinary Teams (MDTs) and local police units to strengthen their ability to spot potential OSEC cases particularly from communitygenerated reports.

• Help prepare local policeespecially in Luzonto receive document and endorse OSEC reports to WCPC using appropriate referral and safeguarding processes.

• Strengthen MDT coordination with WCPC to ensure timely and appropriate law enforcement response.

• Support training preparation and serve as a subjectmatter expert and spokesperson for the Advanced Investigative Workshop providing technical insights practical case examples and expert guidance on internetfacilitated OSEC investigations and digital evidence.

Foreign Law Enforcement & NCMEC Engagement

• Build and sustain working relationships with foreign law enforcement partners and NCMEC to support intelligence exchange referral coordination and investigative alignment related to Philippine OSEC cases.

• Serve as a technical liaison to support crossborder case coordination while ensuring Philippine legal processes and sovereignty are upheld.

• Contribute to dialogue that helps shape investigative priorities and improve responsiveness to Philippinelinked OSEC intelligence.

Learning Documentation & Organizational Contribution

• Capture and share case insights investigative trends and field learning to inform program reviews strategic adaptation and systemsstrengthening efforts.

• Maintain timely accurate documentation of engagements trainings and advisory support in accordance with IJM policies and tools.

• Collaborate with Community Engagement Casework and Advocacy teams to align investigative insights with broader organizational objectives.

• Ensure compliance with all IJM policies systems and tools (e.g. Workday Power DMS casework tracking systems).

Role Boundaries

• This role does not exercise command authority prosecutorial discretion or arrest powers.

• Final investigative and legal decisions remain with authorized Philippine law enforcement and prosecutorial agencies.

Stakeholder Engagement & Resource Advocacy

• Cultivate strong relationships with Philippine and international law enforcement counterparts to ensure seamless cooperation.

• Identify critical logistical and infrastructural gaps within the PNP WCPC and NBI HTD NBI and other law enforcement agency task to investigate OSEC cases and endorse them to the Community Engagement Casework Team for the development of sustainable solutions.

Program management and Monitoring Evaluation Research and Learning (MERL)

• Capture case insights technical learnings and field observations to inform program reviews learning loops and strategy refinements under IJM Philippines subnational systems strengthening approach.

• Participate in annual and quarterly program reviews to ensure program alignment monitor strategy progress and cultivate critical learnings to improve the program.

• Ensure all interventions are grounded in data and aligned with the programs protection domains: prevalence public reliance stakeholder confidence and justice system performance.

• Integrate learning into strategy refinement and ensure knowledge-sharing across teams.

Documentation & Reporting

• Ensure high-quality documentation of activities engagements and partnership outcomes.

Supervisory:

The ICAC Specialist will report to the Head of Casework Community Engagement and will work in close collaboration with the Director of Community Engagement to advance the programs primary objective of driving OSEC case generation in identified highrisk cities and municipalities.

The role will partner with Philippine law enforcement and the Women and Children Protection Center to drive OSEC case generation investigations mentor local teams and strengthen frontline responder capabilities

Education & Experience:

• Bachelors degree in Criminology Criminal Justice Computer Science Information Technology Cybersecurity Digital Forensics or a closely related field or relevant trainings.

• Masters degree or postgraduate diploma in Cybercrime Digital Forensics Legal or Child Protection is preferred or other relevant training.

• Professional certifications such as GCFE/GCFA (GIAC) CCE (Certified Computer Examiner) EnCE (EnCase Certified Examiner) or equivalent are highly desirable

• Minimum of 5 years law enforcement experience in cybercrime investigations digital forensics or Internet Crimes Against Children (ICAC) task forces.

• At least 2 years specifically investigating online child sexual exploitation or similar high-priority cyber-enabled offenses.

• Proven track record of developing and delivering specialized training coaching or mentorship to law enforcement or multidisciplinary teams

• Demonstrated ability to apply Philippine criminal statutes and procedures (investigations search and seizure arrest and charging) in digital investigations

• Experience coordinating with multiple agenciespolice prosecutors social servicesand managing complex case workflows

• Familiarity with leading digital forensic tools and platforms (e.g. EnCase FTK Cellebrite XRY open-source intelligence)

• Prior involvement in undercover/online covert operations and the development of credible investigative leads

• Experience drafting Standard Operating Procedures best-practice playbooks and contributing to organizational advocacy or resource-mobilization efforts
