Exceptional Childrens Program Specialist
CLASS TITLE: EC Program Specialist
10 Month Certified Position
BASIC FUNCTION:
The Exceptional Children Program Specialist supports the implementation compliance and continuous improvement of special education services across the district. This role works in collaboration with the Director of Exceptional Children to ensure adherence to federal state and local regulations (e.g. IDEA FERPA) while strengthening instructional practices for students with disabilities.
The specialist provides ongoing coaching technical assistance and professional development to special education teachers with a focus on developing high-quality Individualized Education Programs (IEPs) delivering effective specially designed instruction (SDI) and utilizing student data to inform instructional decisions. The position also serves as a liaison between schools and the district EC department offering guidance on ECATS compliance procedures and best practices in instruction and intervention.
Additionally the EC Program Specialist mentors beginning teachers supports classroom organization and instructional design monitors program implementation and contributes to long-range planning efforts to improve outcomes for students with disabilities.

Qualifications:
- Bachelor or Masters degree or higher in Special Education or General Education with licensure in Special Education
- At least 5 years of experience in a Special Education classroom or program area
- North Carolina DPI Certification
- Excellent computer skills including Microsoft Office (MS Word Excel and Powerpoint) and Google Suite
- Working knowledge of Infinite Campus
- Extensive experience working in ECATS
- Ability to communicate effectively in written and oral forms
- Thorough knowledge of federal state and local policies and procedures regarding Exceptional Children
- Thorough knowledge of rules regulations and compliance guidelines in regards to Exceptional Childrens reporting procedures
- Considerable knowledge of current trends publications research and laws pertaining to IDEA FERPA and Specially-Designed Instruction
- Ability to maintain complete and accurate confidential records and statistics
- Ability to establish and maintain effective working relationships with teachers support personnel and administrators
- Skill in counseling coaching and developing staff
- Ability to work with the EC Director and team to develop long-range plans
Duties:
- Work directly with the Director of Exceptional Children to:
- Provide training and support to assure compliance with state/federal rules and regulations in schools with all teachers
- Provide technical assistance to special education classroom teachers in developing appropriate IEPs structuring/organizing classrooms etc
- Serve as a mentor to BT Exceptional Children teachers
- Provide training and coaching to teachers in special education classes in regard to Specially Designed Instruction
- Participate in professional development for special education teachers district-wide including providing guidance and recommendations for best practice and materials at all educational levels particularly as they relate to the areas of language/literacy and/or math
- Provide training and guidance to teachers to connect individual student data to develop measurable appropriate Individualized Education Programs
- Provide training and support to teachers on the use of computerized accountability systems
- Provide regular guidance monitoring and support to identified special education teachers
- Function as special education liaison for schools
- Perform other tasks and duties as assigned
- Travel between schools is required and reimbursed
