Job Description:
The Program Accuracy Specialist (PAS) validates Nebraska DD and AD waiver providers compliance with CMS and State HCBS rules including the HCBS Final Settings Rule by conducting desk reviews audits on-site monitoring and National Core Indicators (NCI) participant-experience interviews.
Under general supervision the PAS will:
Monitor DD and AD HCBS waiver providers through desk reviews audits on-site evaluations and unannounced visits.
Conduct NCI participant-experience interviews via in-person virtual and telephonic (AD only) platforms.
Evaluate provider performance and compliance levels against CMS and State HCBS requirements.
Facilitate provider remediation by overseeing corrective action plans and technical assistance.
Review participants support plans to ensure alignment with behavioral mental and physical health needs.
Interpret and apply State and Federal regulations to daily oversight and decision-making.
Identify and report suspected abuse neglect or exploitation in accordance with mandated-reporting protocols.
Generate monitoring reports formal correspondence and quality assurance tools or training materials.
Collaborate with cross-functional DHHS teams on regulatory updates and procedural improvements.
Escalate high-risk compliance or safeguarding concerns to leadership as required.
Perform other duties as assigned.
*Office-based with travel to provider sites; occasional evening or extended hours may be required. Travel up to 50% may be required.
Requirements/Qualifications
Minimum Qualifications: Two years experience in a health and/or human services field or public service organization with responsibility for determining eligibility assessing public assistance needs or case management using program rules and regulations OR 24 semester hours of post high school education in behavioral sciences social sciences public/business administration adult education or closely related field and experience in eligibility determination or assessing needs for public assistance and/or social services programs.
Preferred Qualifications:
Education: Bachelors degree in social work Public Health Psychology or a related human services field.
Program Knowledge: Demonstrated experience with HCBS waiver programs CMS regulations and National Core Indicators (NCI).
Specialized Expertise: Professional background in developmental disabilities (DD) behavioral health or aging/elder care services.
Regulatory Oversight: Proven experience leading corrective action planning (CAP) and providing cross-agency technical assistance.

Service Delivery: DD and AD HCBS waiver services participant-centered support planning and National Core Indicators (NCI).

Analytical Oversight: Ability to assess compliance synthesize complex data from reviews or interviews and identify systemic risks.
Communication: Advanced report writing and the ability to conduct sensitive participant interviews.
Technical Proficiency: Skilled in using electronic documentation systems and quality assurance (QA) tools.
Project Management: Ability to manage multiple concurrent monitoring activities while meeting strict regulatory deadlines.
Abilities
Professional Judgment: Exercise sound judgment when interpreting regulations providing technical assistance and escalating safeguarding concerns.
Relationship Management: Build and maintain productive collaborative relationships across DHHS and with external providers.
Operational Readiness: Maintain a valid drivers license and travel to provider sites as required.
Safety & Compliance: Identify and report suspected abuse neglect or exploitation by mandated protocols.
Continuous Improvement: Drive provider performance through constructive feedback and the implementation of corrective actions
