We are seeking highly motivated Health & Safety/Environmental Protection specialists to join our team at NISRF (Sigonella Italy) for the following positions:
Staff Officer (Health & Safety/Environmental Protection) NATO Grade 15
Staff Assistant (Health & Safety/Environmental Protection) Grade 10 (2 vacancies)
BASIC SALARY
G15 5 879.80 EUR

ABOUT YOU
You will possess a strong professional background and proven experience in health and safety within an organization with a clear emphasis on ensuring compliance with relevant health and safety legislation either in a supporting capacity or as a senior expert in the process depending on the grade. This includes identifying assessing and managing environmental risks in the workplace as well as designing and coordinating related programs and policies.
Your role as a Staff Assistant
Provide technical support to ensure NISRF Health and Safety policy is implemented;
Prepare HES Officer and physician drafts and documents to ensure compliance with relevant laws and NATO directives;
Assist the Office Head and the Staff Officer in performing Health and Environmental surveys and on-site inspections to include Non-Ionizing Electromagnetic Radiation Measurements Air Quality Tests Water Tests Sound Level Tests Thermal Environment Monitoring Measures Vibrations Energy efficiency etc.;
Assist in the planning development and implementation of Safely Program;
During emergencies or other critical circumstances reports to the spot of the accidents if any or to the critical site of hazard assisting Foreman Supervisors and Officers;
Execute training to NISRFs personnel;
Attend and participates in contractual safety performance conferences in order to brief contractors on NISRF regulation and directives;
Provide weekly and monthly reports on Safety Violations not yet accomplished providing recommendations and corrections;
Draft articles of public interest for publication in fliers;
Support HSEE Officer in the verification of safety products and quality control of items purchased by this Command to ensure safety and health of personnel;
Undertake work as part of a project team or working group.
Your role as a Staff Officer
Develop technical measures to ensure the implementation of NISRF Health & Safety / Environmental Protection / Energy Efficiency (HSEE) policy within areas of responsibility in accordance with HN laws and NATO regulations;
Ensure HSEE and industrial accident prevention measures;
Ensure risk assessments by performing the technical evaluation and developing technical measures to reduce H&S hazards;
Responsible to implement risk assessment to prevent environmental accidents/incidents also occurring in the handling of HAZMAT;
Develop measures to implement programs in accordance with HN laws and NATO regulations on Energy efficiency;
Investigates accidents/incidents related to HSEE in order to produce appropriate recommendations for reducing similar accidents/incidents;
Responsible to ensure technical advice on proper personal protective equipment;
Initiate coordinates and advice on education and training courses to NISRF personnel to enforcing knowledge on HSEE matters in accordance with HN laws and NATO regulations;
Participate in training and exercise events as required;
Advise on relevant doctrines procedures and regulations;
Ensure technical advice for the development/drafting of Standard Operating Procedures and Instructions (SOP/SOI) concerning a) use of work equipment and chemical carcinogenic substances preparations and biological agents; b) use of collective and personal protective equipment and fire prevention; c) activities (normal and operative) or in case of serious and imminent danger; d) energy efficiency management.
YOUR QUALIFICATIONS AND EXPERIENCE
For all roles you must have
Profound post related experience;
Working knowledge of Automatic Data Processing (ADP) systems;
A good command of English both written and spoken;
Additionally the following requirements must be met for each role:
Staff Assistant G10
Required:
Secondary school level and 2 years function related experience;
Formal qualification as RSPP/ASPP (Responsabile/Addetto del Servizio di Prevenzione e Protezione dai Rischi) pursuant to Host Nation law Legislative decree no. 81/08: Ateco A and B from 1 to 9 and module C Courses;
Minimum of 2 years post related in HSE and 4 years function related experience in NATO structure;
Strong knowledge of Italian laws on Health Safety Environmental Protection and Energy Efficiency management;
Working experience in an international/military Environment;
The HQs host nation language (Italian) is required.
Desirable:
In accordance with Host Nation laws the incumbent of the post is desirable to possess certified qualification in the specific field of Health and Safety Host Nation laws activities;
Previous experience in Health and Safety Office.
Staff Officer G15
Required:
University degree in Environmental Engineering with 2 years post related experience;
Formal qualification as RSPP/ASPP (Responsabile/Addetto del Servizio di Prevenzione e Protezione dai Rischi) pursuant to Host Nation law Legislative decree no. 81/08: Ateco A and B from 1 to 9 and module C Courses;
Formal Qualification as engineer with registration in the professional register;
Certification as Energy Manager;
Formal Qualification as expert in acoustics;
Formal Qualification as expert in fire-fighting design;
Engineer registered as Instructor;
A minimum of 5 years of experience in the engineering profession after formal qualification;
Minimum of 5 years post related experience in HSE and 3 years function related experience in NATO structure;
Strong knowledge of Italian laws on Health Safety Environmental Protection and Energy Efficiency management;
Knowledge and working experience on NATO Policies on Environmental Protection;
Working experience in an international/military Environment;
The HQs host nation language (Italian) is required.
Desirable:
Professional specialization on Health and Safety Environmental Protection Energy Efficiency Host Nation laws activities;
Previous working experience in a NATO Health and Safety Office;
Qualification as Safety coordinator on construction sites;
ISO 9001:2008 Management System auditor / Lead auditor course;
Master in Project Management;
Fully professional level in Host Nation language.

The NATO Intelligence Surveillance and Reconnaissance Force (NISRF) is a multinational NATO Force established in mid-2015 as the NATO Alliance Ground Surveillance Force (NAGSF) and based in Sigonella Italy. The NATO ISR Force is a foundational component of NATOs Joint Intelligence Surveillance and Reconnaissance (JISR) structure. Since its establishment NISRF has grown and developed steadily. With NISRF the Alliance now has extensive Intelligence Surveillance and Reconnaissance capabilities at its disposal at the Sigonella Air Base in Sicily.
The Base Support Group (BSG) is comprised of the Security Forces Squadron Infrastructure Management Branch Health Safety Environmental Protection and Energy Efficiency Branch and the Family Support Morale and Welfare Branch. The Health Safety and Environmental Protection Section (HSEP) is responsible for ensuring compliance with the applicable health and safety legislation by developing and coordinating the implementation of related programs in accordance with HNSA.

CONTRACT
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter an indefinite duration contract might be offered.
