About the Role
The Government of Alberta is seeking an experienced Senior Procurement Specialist (IT) to support Court Technology Services (CTS) in delivering complex technology procurement initiatives.
This role will play a key part in managing end-to-end procurement processes ensuring compliance with public sector procurement policies and supporting large-scale IT and digital transformation projects.
Key Responsibilities
Procurement & Contract Management
- Lead end-to-end procurement processes including RFPs RFQs NRFPs RFIs and RFXs
- Develop procurement strategies and documentation ensuring fair transparent and competitive processes
- Draft review and manage vendor contracts and agreements
- Conduct evaluations negotiations and vendor debriefings
- Ensure compliance with government procurement policies and trade agreements
Project & Stakeholder Support
- Collaborate with business and IT stakeholders to define procurement requirements
- Provide procurement advisory to project teams leadership and cross-functional stakeholders
- Develop procurement plans including scope timelines risks and resource requirements
- Support governance activities steering committees and reporting
IT & Digital Procurement
- Support procurement for:
- Software & enterprise applications
- Cloud and digital platforms
- Cybersecurity solutions and integrations
- Contribute to technology modernization and digital transformation initiatives
Compliance & Reporting
- Ensure adherence to:
- Canadian public sector procurement legislation
- Trade agreements such as CFTA CETA NWPTA CUSMA
- Maintain audit-ready documentation and procurement records
- Track and report procurement progress risks and milestones
Required Qualifications
Education
- Bachelors degree in Business Supply Chain Commerce Public Administration or related field
Experience
- 5 years leading complex competitive procurements (RFP RFQ NRFP etc.)
- 8 years in contract drafting negotiation and contract management
- 8 years advising stakeholders in procurement and contracting
- 8 years experience in Canadian public sector procurement environments
- 7 years applying trade agreements such as CFTA CETA NWPTA or CUSMA
Nice-to-Have Qualifications
- Procurement certifications such as:
- Experience supporting digital transformation or modernization projects
- Strong experience in IT procurement (software cloud cybersecurity)
- Experience with financial analysis pricing models and risk assessment
Requirements
