Job Summary

Background

The Director Strategy & Policy organisation leads the development of RN strategy through a strategic balance of investment process manages RN engagement with Ministers the Ministry of Defence Parliament the other Front-Line Commands allied Navies Other Government Departments the Maritime Enterprise academia and think tanks and the general public; developing and coordinating corresponding Navy policy. Dir StratPol is an Executive member of the Navy Board and also oversees its secretariat.

  1. The Royal Navy Headquarters Northern England and Isle of Man (RNHQ NE & IoM) is one of four regional Royal Navy HQs that works to build and maintain relationships with influential individuals and organisations across a range or priority areas helping to explain the role and relevance of the Royal Navy and the links and benefits that exist across Northern England and Isle of Man in accordance with the RN Domestic Engagement plan which is owned by the RN Domestic Engagement Team (RNDET).

Role Description

Naval Regional Engagement Officer North-West (NREO(NW)) forms part of a team providing engagement capability to regional stakeholders. The role is parented in HMS EAGLET Liverpool as part of RNHQ NE & IoM and provides regional management and delivery of engagement activities including maritime ceremonial components as scheduled by the DET through the RNDET central planning function.

  1. Geographical location. The parent base for the role is HMS EAGLET Liverpool and SSSA/SFA can be arranged1 if required. The incumbent should note they will be required to spend time on the road and away from the parent unit to deliver regional engagement activities. Travel and Subsistence will be provided.

Regional Engagement Delivery. Engagement in this context is defined as an act of Communication through the brokering of effective person-to-person contact at an appropriate level. Engagement allows the RN to exert appropriate influence over those groups that have the greatest effect on its future strategic success.

Primary Responsibilities

Primary responsibilities include:

  • Project management operational planning and delivery of regional engagement events as scheduled and directed by the central DET and internal RNHQ NE & IoM planning functions.
  • Contribute to the RNHQ NE & IoM regional engagement programme by generating and co-ordinating activities within your geographical area of responsibility to encourage RN relations with key influential audiences.
  • Liaise with external organisations (private civic and other military) to improve and generate working relationships and aid identification of engagement opportunities.
  • Assist the Naval Liaison Officer with RN and NATO Ship port visits within your geographical area.
  • Act as the RNHQ representative to the North-West Reserve Forces Cadet Association (NW RFCA).
  • Research and compose briefing material to ensure the Naval Regional Commander (NRC) or their representative are informed of purpose key messaging and audiences to enable them to represent the Royal Navy/Armed Forces at key national and regional engagement activities in your geographical area of responsibility.
  • Assist in the development of business cases and applications for Official Hospitality funding for regional engagement activities.
  • Provide feedback on the efficacy of regional engagements to CoS and the RNDET.

Secondary Responsibilities

Secondary responsibilities include:

  • Act as RNHQ Media and Communications lead by:
  • Promote and report on RN and RNHQ NE & IoM activities through traditional media and social media platforms including LinkedIn RN Digital Media Navy News local press.
  • Engage with internal and external media platforms to promote RN / RNHQ NE & IoM engagement and professional relationships.
    • Act as link to RN Comms RNPT and external media and communications departments.
    • Manage all permissions for RNHQ media and public speaking engagements.
  • Oversee RNHQ NE & IoM Storyboards / newsletters.

Authority and Committees

The post holder is authorised to:

  • Liaise with internal and external agencies as required to deliver delegated outputs.
  • As directed liaise with RNDET as required in the delivery of nationally focused events.

  • Full range of RNDET and RNHQ meetings.
