WFP Philippines Country Office (CO) is implementing its CSP which positions WFP as a strategic partner to the Government in supporting national and local government systems to address food insecurity malnutrition climate shocks and build the resilience of vulnerable populations. The CSP has three outcome areas:
Strategic outcome 1: By 2028 communities exposed to shocks and stressors in the Philippines are better able to meet food nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
Strategic outcome 2: By 2028 communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems inclusively and equitably.
Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions upon request.

CONTEXT
The Philippines is undergoing significant contextual shifts including progress toward uppermiddleincome status increased decentralization stronger government ownership and WFPs evolving role from direct implementation toward an enabler and systemsstrengthening this context and as 2026 marks the midpoint of CSP implementation WFP Philippines will conduct a Country Strategic Plan MidTerm Review (MTR) in 2026. The MTR process will be facilitated by the International Consultant working closely with the Programme and RAM Units and engaging Senior Management and technical teams across the Country Office.
JOB PURPOSE
The International Consultant will support WFP Philippines in the design facilitation and documentation of the CSP MidTerm Review with the Theory of Change (ToC) update as the central analytical and learning pillar. The consultant will lead and facilitate a structured participatory reflection process to update and consolidate the CSP Theory of Change ensuring it clearly articulates WFP Philippines evolving enabler role pathways to systemslevel and governmentled outcomes and coherence across CSP Strategic Outcomes.
In addition the consultant will support the Country Office (CO) in identifying strategic and programmatic adjustments required to strengthen CSP relevance efficiency and effectiveness for the remainder of the CSP cycle and beyond including implications for the Monitoring Evaluation Accountability and Learning (MEAL) framework; in addition to support in strengthening of CO staff capacities in planning learning and review methodologies. The consultant is expected to operate with a high degree of independence to ensure that the MTR is completed full and liaise with internal counterparts proactively to ensure effective collaboration and expected results.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
The CSP Consultant will report to the Head of Programme in close coordination with the Head of RAM and with overall guidance from the Country Director. The Specialist will collaborate proactively with other units and sub-units such as CSP outcome managers programme leads and crosscutting units:
1. Lead a preparatory desk review and evidence mapping consolidating and synthesizing existing CSP documentation ToC and log frame annual country reports evaluations monitoring products research and management decisions to identify key learning shifts and gaps in the current CSP ToC.
and facilitate structured internal consultations with Senior Management Heads of Unit CSP outcome managers programme and technical leads suboffice and crosscutting units to surface implicit assumptions implementation realities sequencing challenges and systemslevel change pathways underpinning current CSP interventions.
and facilitate a ToC reflection and validation process including at least one facilitated internal workshop to jointly review and refine causal pathways assumptions risks and transition logic across CSP Strategic Outcomes with particular focus on:
WFPs enabler and systemsstrengthening role;
Pathways to government ownership and sustainable scale;
Integration across social protection school feeding emergency preparedness and response disaster risk management climate resilience and food systems.
4. Support a facilitated review of the CSP MEAL framework with emphasis on indicators learning questions and approaches capable of capturing capacity strengthening and systems level outcomes particularly in scenarios where WFPs role shifts toward enabling facilitating and convening.
5. Ensure that the MTR explicitly assesses relevance efficiency and effectiveness using the ToC as the primary analytical lens and that findings are clearly linked to decision making and course correction for the remainder of the CSP period and beyond.
and synthesize findings into clear concise and management oriented outputs and support senior management validation and ownership through internal review processes as well as engagement of the RAM unit throughout the process.
DELIVERABLES
A detailed workplan and concept note including timeline methodology facilitation approach and agendas for the CSP MTR.
An updated and consolidated CSP Theory of Change including:
A clear narrative description of pathways assumptions and systemlevel outcomes;
A ToC visual reflecting pathways assumptions and systemlevel outcomes for WFP Philippines enabler role and longerterm vision.
A concise CSP MTR synthesis note summarizing key findings strategic implications and recommended programmatic and operational adjustments for the remainder of the CSP cycle.
A MEAL review matrix and narrative outlining proposed adjustments to indicators learning priorities and approaches to better capture capacity strengthening and systems outcomes aligned with the updated CSP ToC.
STANDARD MINIMUM QUALIFICATIONS:
Education: Advanced degree in social sciences psychology investigation methodologies or related field
Experience: Five to ten years of relevant professional work experience in international development or humanitarian work with previous experience in strategic planning and programme design as well as in facilitating and documenting processes. Experience in facilitating planning review and theory of change processes.
Knowledge and skills:
Strong analytical skills including ability to draw conclusions and recommend a course of action.
Excellent communication skills including the ability to write clearly and concisely.
Ability to think creatively proactively and problem-solve with flexibility and adaptability.
Strong interpersonal and diplomatic skills with ability to establish effective relations with communities authorities colleagues and partners staff.
Ability to maintain a high degree of judgement discretion and confidentiality.
Knowledge of facilitation techniques preparation of training materials delivery of training and capacity development of partners and external stakeholders.
Experience in theory of change processes with United Nations organizations is desirable.
Language: Excellent written and verbal communication skills in English.
