Job Summary

You will need:
  • Bachelors degree in climate environmental sciences economics engineering or related fields with advanced training.
  • At least 8 years of work experience in climate change mitigation and adaptation is required. This experience should also include climate change policy climate finance and project development work. Additionally a broad understanding of the climate change agenda policy and strategy is -depth experience in at least one sector including experience in Pacific DMCs is preferred.
  • Knowledge of development organizations products processes and systems is preferred.
  • Demonstrated experience conducting research and producing analytical and technical reports in English for diverse audiences.
  • Strong stakeholder engagement and collaboration skills with experience working across internal and external teams.
  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027) a strategic initiative aimed at enhancing ADBs in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices when required.

This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.

Organizational Setting and Reporting Relationship

The position of Sustainable Solutions Officer is assigned to the Operations Coordination Unit (PAOC) within the Pacific Department. You will be based at our Headquarters in Manila Philippines.

You will report to the Regional Head Operations Coordination of PAOC and to a designated Technical International staff in the Climate Change and Sustainable Development Department.

Your Role

As a Sustainable Solutions Officer you will provide technical support in developing ADBs climate change environment and disaster risk management agenda. You will work with regional or primary team members on upstream analysis country partnership strategy development and annual programming. You will also coordinate activities compile and analyze thematic and sector information support sector teams with project design and implementation and monitor progress of ongoing thematic and sector work related to climate change.

You will:
  • Help integrate climate change environment and disaster risk management into the development of country partnership strategies and annual country programming missions including the development and conduct of country diagnostics.
  • Support engagement with implementing agencies and ministries on climate change; maintain an overview of climate operations in the country including lending non-lending publicprivate partnerships and nonsovereign operations.
  • Provide support in tracking important global issues on climate change and undertake research data collection and analyses to support project development policy and sector work.
  • Provide technical inputs and help develop processing implement and monitor ADB climate change investment projects technical assistance strategies and frameworks.
  • Support the processing and implementation of technical assistance programs in climate change.
  • Provide technical inputs and support in the preparation of knowledge products speeches briefing notes and presentation materials for senior staff and management workshops conferences meetings and seminars.
  • Provide technical inputs and help develop and implement climate change communication and knowledge management plans websites and related databases and the development and conduct of learning and training activities.
  • Coordinate with relevant colleagues to provide inputs for the preparation and update of the climate-related work and accomplishment reports including assessment of resource requirements; and participate in internal working groups as assigned.
