Job Description:

The role of Payroll and HR Operations Specialist is based within the Shared Service Centre and diverse in nature. The position will require elements of advisory data processing technological interpretation payroll processing strong customer service small scale project management and co-ordination skills to support its customer base across all Ipsen Sites.

You will be required to liaise with our payroll providers and work as one within the shared Service Team to ensure the processing of all site payrolls and HR operations activities whilst delivering best in class professional HR and Payroll Shared Services experience.

The position requires an ability for the job holder to work both reactively and proactively in order to fulfil their duties. They will be required to work reactively on a day to day completing the activities triaged to them whilst in parallel proactively working in line with the strategic vision and on allocated project related activities.

HR Operation Service Delivery (China)

Manage end to end process activity linked to the Employee Lifecycle including but not exhaustive of New Hires Internal Movers Leavers Family Leave and Requests for Change.

Maintain employee data in local HR systems along with the employee life cycle activities and ensure accuracy and efficiency.

Audit and approve employee attendance / leave applications escalate/alert to local HRBP for any special cases.

Maintain up to date knowledge of HR legislation.

Strive to deliver HR Shared Service KPIs managing own daily workload effectively and supporting team members as required across the different tiers within HRSS (e.g. annual leave).

Operate with a customer centric mindset actively engaging where appropriate using various methods of communication.

Payroll Management Service (China)

Provide transactional support inclusive of preparing all required documentation and system updates and ensure Standard Operating Procedures are always followed and quality controls are adhered to.

Data Inputting into HR and Payroll electronic systems ensuring data accuracy and employee records are accurate and timely maintenance of employee data.

Accountable for the management of the processing and balancing of all monthly payrolls through ensuring data accuracy and in accordance with country legislation.

All data processing should be supported by the audited instruction in accordance with the Service Deliver Framework and saved to the payroll backup file.

Audit and compliance checks always practice in accordance with data privacy legislation.

Liaise with an external Payroll Vendor to ensure the smooth delivery of payroll whilst ensuring we own and manage our employers responsibilities.

Query resolution via CRM Telephony and any other implemented communication channels.

Escalate any vendor service deviations to the Shared Services Manager.

Advisory / Resolution:

Provide advice and guidance on payroll legislation ensuring the business is compliant within our payroll and HR activities.

Provide a confident customer query resolution service in relation to pay and HR related matters.

Provide guidance to the Shared Service Manager on Payroll related matters as the subject matter expert and to the HR Business Partners / wider HR Community.

Perform route cause analysis on service breakdowns and manage through to resolution

Performance / Continuous Improvement:

Always strive to exceed the SLAs a minimum performance in accordance with the Service Deliver Framework. Key Performance Indicators are critical to the service and should be maintained at all times in accordance with the Service Deliver Framework.

Completion of data quality checks between systems to ensure we maintain excellence in data quality.

Lead on HR shared services projects with regards to the operational implementation with the support of the Shared Service Manager through to completion.

Continuously review our ways of working and question why do we do this is this the best way how can we improve our ways of working

Lead on improvement ideas and implementation within the team ensuring SOPs and the payroll manuals are updated key communications are shared and team members are trained in any step changes.

Demonstrate a continuous improvement attitude bring ideas of improvement to the team to ensure we are driving efficiencies in our everyday processes.

Systems and process enhancements are a part of our ways of continuous improvement ensuring efficiencies and high-quality service performance.

Local Benefits supporting:

Support employee resident permit applications including policies gathering online application instruction physical submission at counters status tracking etc.

Work in collaboration with C&B and Local HR from a HRSS perspective on key benefits topics.

Vendor Payment Management

Support HRSS Manager with daily operation activities and payment action of selected vendors in China (e.g. payroll and social security service medical insurance annual health check-up background check e-chop etc.)

Collaborate with China finance team to proceed the international travel insurance payment

Support visa and work permit service request and the vendor service fee payment process whenever the employee request arises.

Where identified by the HRSS Manager support new vendor selection contracting and implementation including change management to employees and training to supportive functions in China (when needed).

Requirment

Knowledge & Experience (essential):

  • Minimum 7-10 years of China HR operation and payroll experience
  • Strong technological ability to adapt to using multiple IT software and MS packages (MS Excel is essential) (Workday experience is a plus)
  • Detailed oriented with strong analytical problem-solving and stakeholder management skills.
  • Ability to work independently in a matrix environment.
  • Continuous improvement mindset

Education / Certifications (essential):

  • Ideally with a Foundation Degree in HR Management Accounting or Law or relevant proven experience..
