About the Role
Our client is seeking to appoint a Digital Services Lead to play a key leadership role within this programme. Reporting to the Programme Director the successful candidate will be responsible for overseeing the delivery of digital and ICT services ensuring alignment with programme objectives and successful integration across all workstreams.
This role involves close collaboration with internal teams external vendors and programme stakeholders to ensure the effective deployment performance and continuous improvement of digital services. The Digital Services Lead will act as the primary liaison between digital teams vendors and the Programme Board.
This is a contract role (initial 24-month duration with rolling extension) and is fully onsite based in Dublin (onsite).
Key Responsibilities
Lead and manage all functions within the Digital Services workstream including digital strategy IT infrastructure cybersecurity data governance vendor management service delivery and stakeholder engagement Develop and implement the overall digital strategy ensuring alignment with programme objectives Oversee the integration of digital services across multiple workstreams ensuring interoperability and seamless operation Monitor and manage digital service performance through KPIs ensuring delivery meets defined standards Collaborate with stakeholders vendors and IT teams to resolve technical challenges and support solution deployment Drive continuous improvement initiatives leveraging emerging technologies and best practices Manage digital infrastructure to ensure secure and resilient IT systems and platforms Lead IT governance frameworks in line with regulatory and programme requirements Develop and execute strategic plans aligning IT services with programme goals Oversee service design implementation and ongoing optimisation of IT services Manage IT-related risks and lead change management initiatives across the programme Ensure effective data governance management and utilisation of analytics for decision-making
Skills & Experience
Essential
Level 8 (or higher) qualification in Information Technology Computer Science or a related discipline Minimum of 10 years experience post-qualification including senior-level responsibility for planning managing and delivering large complex digital and IT infrastructure projects Proven experience in IT project management and digital transformation initiatives Experience working with Aconex and large-scale ICT implementations

Proven track record delivering large-scale complex IT programmes from development through to commissioning and handover within large scale regulated public service environments Experience at senior management level within public or private sector IT environments Extensive stakeholder management experience across complex programmes Understanding of public procurement processes and capital project delivery Demonstrated leadership across project management procurement contract management risk financial and change management Experience delivering digital infrastructure programmes using modern digital tools and methodologies Experience delivering large-scale digital transformation programmes within large scale regulated public service or comparable environments In-depth knowledge of IT governance data protection cybersecurity and information management standards Experience with IT service management frameworks and digital delivery tools Knowledge of infrastructure and network management principles Experience managing IT vendors and service providers ensuring alignment with SLAs and programme objectives Ability to manage complex high-risk IT environments and resolve technical and stakeholder challenges Experience integrating legacy systems with modern digital platforms
