Job Description:

The State of Nebraska Department of Health and Human Services is seeking a Program Specialist within the Division of Developmental Disabilities State Unit on Aging team working on Aging Alzheimers and other dementia council work. The Successful candidates will have demonstrated experience in strong communication skills creative thinking aging and Alzheimers issues and needs with the ability to handle work independently and collaboratively. Examples of Work:

  • Program planning and supporting the implementation monitoring and evaluation of activities related to Aging and Alzheimers work ensuring effective and efficient operations.

  • Manages the day-to-day operational and technical functions of the Aging Alzheimers and Dementia council/committees.

  • Drafts develops and implements policy procedures and program regulations related to assigned program(s) and ensures work aligns with state guidelines by evaluating and coordinating program policies and regulations.

  • Organizes and attends advisory council meetings records the council and committee minutes and ensures compliance with the requirements of the Aging Alzheimers and Dementia Act and Nebraska Open Meetings Act. Draft bylaws prepare meeting agendas minutes and support other work that aligns with the Act.

  • Collaborate with the council to develop the Alzheimers and Dementia State Plan update as necessary track priorities and progress and submit to the legislature on a regular basis within statutory guidelines.

  • Provide training and support to Council members to ensure understanding of the Advisory Councils requirements and responsibilities as well as the Nebraska Open Meetings Act.

  • Develop the necessary resources and administrative support to ensure the program operates effectively and efficiently by coordinating with other departmental divisions or outside agencies.

  • Develop relationships and network with industry professionals state officials and executive leadership and providers of Alzheimers and dementia care. These relationships will help identify developing practices gaps in service and other related topics to build a state plan and improve care. This position will collaborate with the committee to ensure that the requirements of Supports the State Unit on Aging in other aging Alzheimers and related program work.

  • Writes reports impact statements and other documents to formulate policy material to cover the requirements of the Nebraska Alzheimers Disease and Dementia Support Act.

  • Develop a working knowledge / participate in existing programs for aging and persons with disabilities within Nebraska to better coordinate and serve additional providers and caregivers of persons with Alzheimers and dementia.

  • Other duties as assigned.


Requirements / Qualifications:

Minimum Qualifications: Bachelors degree or equivalent coursework/training in public administration social/behavioral sciences healthcare human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services programs or operational policies and practices may substitute in lieu of the educational requirement.

Preferred Qualifications: The individual must possess a bachelors degree in a human service or public administration-related field with two years of experience involving professional collaboration with community leaders such as professors/educators directors medical professionals and social services professionals. Experiencing in staffing public committees is preferred.

Other: Valid drivers license

Knowledge Skills Abilities:

Knowledge of Aging and Alzheimers or other dementia needs/issues experience leading and staffing public committees leadership skills in coordinating and collaborating with community leaders and professionals human services in addressing the needs of individuals and their care givers who are aging and/or have Alzheimers disease developing program policies and procedures methods and techniques of program planning knowledge federal and state laws regulations and procedures related to health and human services programs; and working with state plans would be beneficial. Knowledge of the Nebraska Open Meetings Act.
