Job Summary

The House of Commons Office of the Clerk is currently staffing the Chief Audit Executive position for an upcoming vacancy.

Reporting directly to the Clerk of the House of Commons the Chief Audit Executive provides strategic leadership for the internal audit function ensuring the delivery of independent and objective assurance and advisory services that enhance governance risk management and internal controls and reinforce transparency accountability and sound stewardship across the House of Commons Administration.  

In this role you will be accountable for the development and execution of a risk-based internal audit plan aligned with organizational priorities and emerging risks. You will provide trusted strategic advice to senior executives and governance bodies contributing to informed decision-making and continuous organizational improvement. 

You will lead and oversee the delivery of complex assurance and advisory engagements ensuring quality relevance and impact. This includes establishing audit objectives defining scope and guiding engagement strategies while fostering strong relationships with senior stakeholders across the organization. 

As a member of the leadership cadre you will advance audit methodologies and practices including the integration of data analytics risk intelligence and modern assurance approaches. You will also be responsible for building organizational audit capacity managing internal and external resources and ensuring adherence to professional standards. 

In addition you will act as a key risk advisor on major organizational initiatives and transformation efforts providing independent insight to support sound governance and risk-informed decision-making.

Qualifications :

Education: 

  • University degree preferably in business administration management sciences or a related field;
  • A professional designation in Internal Audit (such as CIA CGAP CISA or equivalent). 

Experiences: 

  • Significant experience leading an internal audit function or a major audit portfolio including accountability for the development and execution of a risk-based audit plan aligned with organizational priorities; 
  • Experience providing strategic advice to senior executives and governance bodies (e.g. Executive Committee Audit Committee or equivalent) on matters related to governance risk management and internal controls; 
  • Experience overseeing and delivering complex assurance and advisory engagements including defining scope managing competing priorities and ensuring the quality and impact of audit work; 
  • Experience assessing and managing enterprise risks and integrating risk intelligence into planning decision-making and audit activities; 
  • Experience advancing audit methodologies and practices including the use of data analytics continuous auditing approaches and modern assurance techniques; 
  • Experience supporting or advising on major organizational initiatives or transformation efforts providing independent challenge and risk-based insight; 
  • Experience building and maintaining strong relationships with senior stakeholders influencing decision-making and navigating sensitive or high-risk issues with sound judgment and discretion. 

Assets: 

  • Experience leading audits involving digital transformation cybersecurity or enterprise risk management; 
  • Experience working in a parliamentary or legislative environment; 
  • Experience in managing consultants.
