The CCR&R Early Learning Manager provides integrated leadership across regional CCR&R services in Marion Polk and Yamhill Counties. This role supervises multidisciplinary teams (Quality Improvement Specialists Preschool Promise coaches/support System Navigation and Yamhill office staff); builds and stewards partnerships; ensures grant and contract compliance; coordinates educator recruitment/retention strategies; and drives datainformed continuous improvement and professional learning aligned to Oregons Early Learning priorities (e.g. Spark Oregon Early Learning Coaching Guidelines).

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.

EDUCATION and/or EXPERIENCE

  • Bachelors Degree preferably in Early Childhood Education or related field
  • Attain Step 10 and Master Trainer Status on the Oregon Registry Online (ORO).
  • Five or more years of experience in an early childhood
  • Two (2) years experience in a lead/supervisory role; experience providing reflective supervision and coaching to adult learners.

CERTIFICATES LICENSES REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • Successful registration with the Central Background Registry of the Child Care Division.
  • Candidate must pass pre-employment and random drug screenings.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of reflective supervision; use of observation/assessment tools; adult learning principles; and facilitation/coaching aligned to Oregon Early Learning Coaching Guidelines.
  • Knowledge of developmentally appropriate practice for children 0-5 and current early learning systems policies and quality frameworks
  • Proficiency with office and collaboration tools (e.g. Google Workspace/Microsoft Office virtual training platforms early childhood data systems).
  • Data management and analysis skills; ability to manage interpret and disseminate data for decisionmaking and reporting.
  • Ability to effectively present information and respond to questions from groups of managers clients customers and the general
  • Excellent written/verbal communication and presentation skills for diverse audiences (educators partners funders community public).
  • Capacity to work collaboratively with educators program leads and community partners to achieve common goals.

Leadership and Operations

  • Works collaboratively with educators program leads and community partners to achieve common goals.
  • Leads daytoday operations for assigned teams and staff to ensure efficiency and alignment to grant/contract requirements.
  • Creates documents and refines workflows and service delivery models that are culturally and linguistically responsive and accessible for diverse communities.
  • Monitors team productivity/work plans; remove barriers; and continuously improve processes and procedures.
  • Coordinates educator recruitment and retention strategies in collaboration with the Program Director and management team.
  • Ensures systems (e.g. FCCO database and other CCR&R data systems) are accurate timely and useful for internal management and external reporting.
  • Provides daytoday supervision to assigned staff.
  • Maintains employee records to include performance evaluations coaching professional development plans and recognition/accountability.
  • Plans and facilitates effective team meetings by building strong communication pathways and a collaborative culture.
  • Supports internal hiring processes (screening interviews onboarding)

Program Quality and Professional Learning

  • Coordinates coaching and technical assistance for early learning educators and programs including Preschool Promise consistent with Oregon Early Learning Coaching Guidelines and tools (e.g. CLASS as applicable).
  • Develops and coordinates professional development opportunities for staff external early learning educators and programs providing steward Master Trainerlevel learning where applicable.
  • Leads creation of program publications newsletters and outreach that promote educator quality improvement and Spark participation.

Partnership and Community Engagement

  • Develops and strengthens partnerships with early learning programs school districts higher education businesses CBOs and public agencies across Marion Polk and Yamhill Counties
  • Identifies systemic barriers and supports solutions that expand highquality early learning reduce educator barriers and increase supply.
  • Ensures program visibility through community outreach marketing and participation in relevant coalitions committees and events.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 8-15 employees. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities for this position include interviewing hiring and training employees as well as planning assigning and directing their work and appraising their performance. The Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.
