The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property facilities construction and environmental management programs for the Montana Army National Guard (MTARNG.) CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities. The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG Montana Disaster and Emergency Services Montana Youth Challenge Academy STARBASE and Montana Veterans Affairs. CFMO manages over 1600 assets: roughly 2M square feet of facility space and 32000 acres of land.

The Department of Military Affairs is looking for a Project Management Supervisor. This position assists the Bureau Chief in executing annual budgets and MILCON projects for all Montana Army National Guard facilities and grounds. This involves giving advice to the Bureau Chief command and administrators to identify and prioritize facility needs based upon safe operations and Department of Defense priorities; providing sound design and construction guidance for all projects at DMA locations across the state. This position reports to the Design and Project Management Branch Chief and supervises the work of up to two project management direct reports involved in managing design construction and other professionals connected to building projects.

Duties:

Manages federal and state project budgets within federal and state authority thresholds established by executives and the legislature to ensure those thresholds are not exceeded.

Provides leadership and direction as part of the professional architectural and engineering team through the design of projects structure of the project proper roles and responsibilities for individuals associated with the project and expectations for the design process.

Receives and opens bids; determines if sufficient funds are available to award bids and if alternates can be awarded; ensures that the building user and design professional are advised of bid results and requests recommendation for award or rejection of bids.

Evaluates facilities to determine if they are serving the programmatic goals and needs of the user group and makes recommendations to address any deficiencies in a timely manner; develops and provides complete project estimates for proposed facilities and recommends modifications additions and/or options as necessary to ensure a functional structure that meets the objectives of the users.

Participates in strategic planning for the bureau and division and participates in regular collaborative partnership meetings with managers.

Monitors and facilitates project funding strategies to maximize use of federal funds and ensure viability of projects throughout construction. Evaluates single or multiple funding source alternatives available funds in each source funding eligibility requirements active projects requiring funding and other factors to determine funding methods that adequately support program operations and activities while maximizing funding levels of each source.

Must have demonstrated ability to work and engage in diverse working environments within and outside the Department.

Bachelors degree in Engineering Architecture or Construction Management or similar field that includes coursework in the above or a closely related field

Five years of experience in design and construction projects related to building construction

Other combinations of education and experience may be considered

Special Requirements:

Must be able to pass a background check

Must have a valid drivers license

Knowledge Skills and Abilities:

Advanced Engineering & Design Expertise: In-depth knowledge of mechanical electrical and architectural engineering principles including site design circulation accessibility and building aesthetics.

Construction & Regulatory Knowledge: Proficient in all phases of building construction and compliance with International Building Codes NFPA standards ADA guidelines environmental and zoning regulations and industry material standards.

Project & Resource Management: Skilled in strategic planning budgeting contract administration bid procedures and coordinating multiple construction projects and contractor resources.

Technical & Analytical Skills: Proficient in CAD software (e.g. Autodesk) technical drawing preparation specification writing and applying logical reasoning to evaluate and implement design solutions independently.

Communication & Collaboration: Strong ability to convey complex ideas clearly facilitate consensus among diverse stakeholders and maintain effective working relationships across agencies and units.

Organizational Knowledge & Adaptability: Working knowledge of MTARNG operations and facility needs with the ability to incorporate unit-specific requirements into functional compliant design solutions.
