Job Summary

Job Title: Director of Construction Wage/Hour Status: Exempt/Admin

Reports to: Executive Director of Operations Pay Grade: Admin 7

Dept. /School: Operations Days: 227

Funding: ECISD Bond Funding availability

Term: Contingent on Bond Funding

Primary Purpose:

*This Position is funded through bond funding and contingent upon available funding.

Coordinate and oversee all new construction and renovation projects in the district from start to finish. Ensure compliance with all planning and zoning requirements.

Qualifications:

  • Education/Certification:
  • Bachelors Degree Required.
  • Bachelors or Masters Degree in Architecture Construction Engineering or Similar preferred
  • Clear and valid Texas drivers license
  • Project Management Professional (PMP) Certification accepted as industry standard

Experience:

  • 3 years construction project management architectural or engineering experience
  • K-12 or Higher Ed experience preferred

Special Knowledge and Skills:

  • Knowledge of project planning and construction principles
  • Knowledge of mechanical and electrical design and installation
  • Knowledge of health and safety regulations
  • Knowledge of building codes zoning ordinances and the inspection certification process
  • Ability to read blueprints and schematics
  • Ability to conduct on-site inspections of all district facilities
  • Strong organizational communication and interpersonal skills
  • Knowledge of project controls and management systems such as but not limited to Procore; Microsoft Project; Newforma
  • Ability to prepare and coordinate along with understanding of the following:
  • Pre-construction/Project close-outs
  • AIA Contracts
  • Board specific documentation including action pages and supporting memos
  • Asbestos remediation processes and protocols
  • Owner Controlled Insurance Programs
  • Procurement methods and specifications such as but not limited to RFQs; RFPs; and varied construction delivery methods
  • Ability to develop slide decks and other informative presentations toa number ofdistrict-specific committees and to communicate the status of the projects and goals effectively to stakeholders

Major Responsibilities and Duties:

Facility Construction and Repair

  1. Supervise complex construction activities to build new or modify existing school classrooms facilities and/or other related buildings including utilities equipment installation and exterior improvements.
  2. Serve as liaison to architects engineers and consultants to develop review and finalize project plans drawings schematics and specifications. Coordinate and conduct project development and construction progress meetings.
  3. Direct and evaluate architects engineers program managers inspectors commissioning agents and construction managers.
  4. Work with city county state and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
  5. Represent the district in meetings with city county and state officials to ensure regulatory compliance and collaborative problem-solving.
  6. Develop and maintain construction progress schedules.
  7. Conduct on-site inspection of construction projects to ensure conformance with construction documents programs and needs.
  8. Inspect existing facilities and make recommendations for improvements as needed and establish and recommend priorities for repair projects.
  9. Ensureconstruction safety compliance across all bond project sites.
  10. Developrisk-mitigation plans for scheduling delays budget pressure contractor performance issues and unforeseen construction obstacles.
  11. Maintainstandards of environmental stewardship and sustainability where applicable.
  12. Expedite documentation and completion of punch-list items and coordinate transition of building operation from general contractor to district upon acceptance of a facility.
  13. Track warranty expiration dates and make final warranty check prior to end of warranty periods. Oversee warranty correction work.
  14. Develop resolutions to complex technical problems where analysis of situations or data requires an in-depth evaluation of various factors.
  15. Participate in the prequalification or approval process for architects engineers and contractors.
  16. Consult faculty administrative staff and community to determine program-driven design needs.
  17. Communicate effectively with campus leadership instructional departments operations teams and community stakeholders.
  18. Implement systems for risk management cost control quality assurance and schedule adherence.

Policy Reports and Law

  1. Complete periodic reports of construction project progress and make presentations to the board.
  1. Compile maintain and file all reports records and other documents required including coordinating the storage and handling of construction documents.
  2. Follow district safety protocols and emergency procedures.

Budget and Inventory

  1. Estimate cost of construction and repair projects including labor materials and other related costs and assist with the preparation of bidding documents including notice and instructions to bidders drawings and specifications.
  1. Assist with the creation submission and evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.
  2. Review and authorize requests for payment from contractor(s) and designer(s) and follow District procurement procedures.
  3. Ensure programs are cost-effective and funds are managed wisely.

  2. Aspart of coordination withthe districts long-term capital improvement strategydevelopdesign standards construction policies and modernization goals.
  3. Establishdistrictwide quality standards for construction and design.
  4. Leadcreation of master program schedules sequencing plans and multi-year budget forecasts.
  5. Ensureall projects support instructional goals safety requirements and long-range district planning.

Supervisory Responsibilities:

Direct supervision of the Bond Coordinator

Oversight of external A/E firms consultants contractors and construction management teams
