SUMMARY
This non-State positionsprimary purpose is to perform a full range of professional accounting duties to ensure the accuracy compliance and integrity of the financial operations of Delaware State Housing Authority. This role is responsible for analyzing and interpreting financial data managing payroll and benefit billing processing vendor payments and ensuring adherence to applicable accounting standards tax laws and regulatory requirements. The incumbent advises internal stakeholders on resolving discrepancies conducts audits and supports the development and implementation of accounting policies and systems. The position may lead or participate in system enhancements provide guidance to junior staff and offer strategic financial insights to help the organization meet its operational and fiscal goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Analyzes and interprets financial data from multiple sources to support accurate reporting and decision-making.
- Ensures all financial transactions comply with applicable accounting standards tax laws and regulatory requirements.
- Manages payroll operations benefits billing and processes vendor invoices to ensure timely and accurate payments.
- Advises state agencies on resolving discrepancies and prevents errors or delays in financial processing.
- Performs monthly reconciliation of escrow bank accounts to ensure accuracy and compliance with financial records.
- Reviews and approves transaction requests verifies coding accuracy for processing or cancellation.
- Implements and maintains accounting systems policies procedures and operational plans.
- Develops and recommends accounting policies aligned with state regulations organizational priorities and federal mandates.
- Conducts audits and document reviews to ensure proper allocation and use of funds.
- Participates in or leads system analysis design development and testing of accounting-related changes.
- May serve as lead worker offering direction and support to junior professional or technical staff.
- Performs other related duties as assigned.
JOB RESPONSIBILITIES
- Knowledge of the general operations and procedures of DSHA HUD Federal and State programs and properties.
- Ability to orient other employees and to explain organizational policies rules regulations and procedures.
- Working knowledge of Generally Accepted Accounting Principles (GAAP)
- Demonstrated understanding and application of accounting principles including journal entry debits and credits and understanding of financial statements.
- Knowledge of economic principles and their application in public finance policy development and bond issuance analysis.
- Ability to compile analyze and interpret financial data to support financial planning projections.
- Knowledge of capital markets conditions trends debt instruments and impacts of Federal legislative initiatives.
- Knowledge of the application of various financial computer software systems in the analysis of bond issues and economic conditions.
- Knowledge of accounting or payroll laws rules regulations standards policies and procedures.
MINIMUM QUALIFICATIONS
Bachelors Degree in Finance Accounting or Business Administration or a related field and a minimum of two (2) years of accounting or bookkeeping experience preferably in public housing or nonprofit finance setting. An equivalent combination of education and experience may be considered.
THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE.
