Job Summary:
The primary objective of the role of the Terminal Manager is to ensure that a High quality service delivery is provided by the Phnom Penh Dry Port to its customers. Manage the Coordination and facilitation of the train loading and unloading terminal documentation customer documentation shipping. Responsible for the safe efficient and commercially optimized operation of the rail Dry Port terminal. This includes train handling container operations yard management interface with port/road logistics and customer service delivery.
Main Responsibilities:
- Operational Management: Overseeing daily terminal operations (rail yard and trucking) coordinating train arrivals/departures and optimizing wagon turnaround and dwell times.
- Yard & Equipment: Managing reach stackers forklifts container stacking plans and ensuring equipment availability and preventive maintenance.
- Safety & Compliance: Enforcing railway safety rules leading incident investigations and ensuring compliance with the Ministry of Public Works and Transport.
- Commercial Interface: Serving as the primary contact for freight customers shipping lines and logistics providers.
- Team Leadership: Managing yard supervisors shunting crews and equipment operators including the development of rosters and training plans.
Main Requirements:
- Education: Degree or Diploma in Logistics Supply Chain Rail Operations or Engineering (preferred).
- Experience: 815 years in rail freight operations or container terminal/dry port operations.
- Skills: Proficiency in Cambodian and English; strong operational decision-making; leadership under pressure; and a problem-solving mindset.
- Technical Knowledge: Familiarity with Terminal Operating Systems (TOS) and train control systems.
Working Conditions & Challenges
- Special Conditions: Required to work extended hours shifts weekends and public holidays as needed.
- Typical Challenges: Single-line rail constraints (crossing delays) fuel price volatility yard congestion during peaks and equipment downtime.
- Authority: Has the authority to stop operations in the event of a safety risk.
